I am a resident of Encinitas, CA, and I have witnessed first-hand the negative impact of non-residents parking in our residential zones. Before the implementation of our permit zones, we experienced a myriad of issues that disrupted our peace and safety. People slept in their cars overnight, engaged in illicit activities within their vehicles, and littered our streets with trash. This was not just an inconvenience; it was a threat to our community's safety.

The traffic-related incidents were even more alarming. Multiple car accidents occurred over many years.  One instance a drunk driver even crashed into my front yard. These incidents all had one thing in common: they were caused by non-residents.

Our parking permit zones were established to mitigate these issues and protect the residents of Encinitas from such disturbances. However, new code changes threaten to disrupt this system that has been effective for us so far.

We are calling on local authorities to grandfather all existing parking permit zones into any new code changes that may be implemented. This is not just about preserving order; it's about ensuring the safety and well-being of every resident who calls Encinitas home.
