Prenatal Enrollment in EFMP for military families not currently an option it... should be!

The Issue

The Department of Defense (DoD) does not currently have a mechanism in place to allow families to register an unborn child onto the Exceptional Family Member Program (EFMP). With the advancements in medicine and the introduction of the non-invasive prenatal test (NIPT), families are receiving a prenatal diagnosis of conditions that will lead to the child needing high-level emergency care at birth, which would lead to enrollment in EFMP. We believe families that have received a prenatal diagnosis of conditions that would lead to the requirement for anything above level 1 care for the infant from birth should be allowed to enroll either the mother or the child in EFMP to ensure that any PCS that occurs during the pregnancy is to a location which can meet these needs. We also believe that enrolling the child prior to birth will lead to better family outcomes as the family will have access to program support immediately following the birth of the child.  Currently the military family can only start the enrollment while the child is a newborn, possibly during an extended hospital stay.
