Allow water sports at Havant Thicket proposed reservoir

Allow water sports at Havant Thicket proposed reservoir
The Issue
Golden opportunity for the local area to have a non tidal reservoir which allows a safe space for the local community to learn and enjoy water based leisure.
The reservoir would have the potential to allow for non powered watersports such as kayaking, paddleboarding, windsurfing, sailing etc.
A safe space where locals could take part in leisure activities to promote healthy living and would not be constrained to 2 hours either side of high water like many of the locations based in both Chichester Harbour and Langstone Harbour.
Portsmouth Water's proposal report (below) states that the reason for no current provision of water sports is due to environmental impact. However, a very similar established bird sanctuary sits in harmony with watersports participants within Langstone Harbour. Zoning would allow for use of the main body of water (where no habitiats would be created) to be used for watersports to be practiced in harmony with the potential bird habitats.
"Water sports – During the extensive engagement with stakeholder’s water sports,
such as sailing and canoeing were considered, however these activities were not
progressed as it was considered to conflict with the environmental and
conservation objectives of the scheme. Furthermore, the site is in close proximity
to the coastline, where such activities are widely available." Public Pack 2021 pg 82
The above statement does not follow previous statements. In previous discussions water sports were part of the original plan and there has been no environmental impact report into the impact of watersports on the creation of the habitats.
