St James Hospital and grounds should be for the community with a sustainable development
The Issue
This petition refers to the redevelopment of St James hospital and the grounds.
Here we have the opportunity to do something better on a site purchased and built by the community, for the community by re-using the hospital for community infrastructure including health care, elderly and dementia-care, GP surgery and pharmacy, affordable and social housing whilst preserving and protecting the green open spaces.
The proposed plan has too many houses too close to the main building, which has statutory protections enacted by Parliament.
The houses are Lego-style boxes out of tune with the beautiful design of the Hospital. There are too many TPO protected trees being felled, which are granted Statutory protection by Parliament.
There will be over 500 new residents which the applicant says will result in no harm to the habitats in Langstone Harbour which has Statutory Protection. This is very questionable.
The Council has declared a Climate Emergency setting a target of Net Zero Carbon by 2030 but the applicant has not provided renewable energy (Update, this objection is currently being addressed by the developers) and will reduce green space.
The scheme would stress the local network and increase pollution.
The scheme would stress local services such as schools and GP Surgeries.
The scheme is not a sustainable development – it harms the natural environment whereas the UK's 25 Year Environment Plan aims to restore habitats and improve the natural environment and reverse pollution.
Update
In the latest submission from the developer, there is the loss of Matron’s Garden – a green space that is protected under Portsmouth City Council’s PCS13 policy, the Government’s Wildlife and Countryside Act 1981 and the Sustainability Appraisal 9.139 Policy C2 (Open Spaces and Outdoor Recreation) that seeks to protect and enhance the open space network as well as accessibility to open space. The policy restricts the loss of existing space, whilst requiring new open space in significant development proposals. Any development is expected to create net gains in biodiversity through the requirements of Policy G1 (Protecting and Enhancing Biodiversity) and Policy G2 (Green Infrastructure) identifies that “all proposals should demonstrate how green infrastructure has been integral in the design of development, and opportunities for net gains and/ or enhancements have been explored.” Not only do the policies seek to retain and enhance the existing green infrastructure network, but in doing so also provide indirect support for the retention of the city’s mineral resources.
If St James is going to be developed it MUST be done for the community and it MUST be sustainable development that protects and preserves any existing green and open spaces.
Green spaces are precious and they all need to be protected!
