Portland Road - Request for a Speed Camera and Road Safety Measures

The Issue

We are urgently calling for a speed and road safety assessment on Portland Road to protect residents, pedestrians, children, and drivers.

Portland Road has a 30-mph speed limit, yet it is widely reported that vehicles regularly exceed this. The road is heavily used by families, school children, and pedestrians, and is located close to schools, nurseries, bus stops, and the reservoir - making safety a critical concern.

Traffic Flow and Congestion Factors on Portland Road

  • Frequent speeding: With no active enforcement, many vehicles exceed the 30-mph limit daily.
  • Ineffective current measures: A speed-activated warning sign is already in place, but it does not deter speeding.
  • High pedestrian use: The road is busy with families, commuters, and children throughout the day and evening.
  • Long uninterrupted stretch: There are no traffic lights for 0.9 miles, allowing vehicles to build up speed.
  • Commercial and Retail Activity: The road passes through areas with shops including Cape Hill.
  • High-density residential neighbourhoods along the road 
  • Connectivity to Major Roads including Smethwick dual carriageway.

Who is at risk?

  • Students at nearby schools, including: George Dixon Academy & St Paul’s School for Girls
  • Pedestrians and school kids using multiple bus stops along the route (including Stop IDs: nwmgjpmd, nwmgjpma, nwmtwjtp)
  • Young children attending local nurseries such as: Kids Planet Hagley Road, Edgbaston Grange Day Nursery, Stanmore Day Nursery & Norfolk House Nursery
  • Pedestrians accessing Edgbaston Reservoir via the Rotten Park entrance

 

 

 

Current situation - A speed-activated warning sign is installed near Deblen Drive, but it has limited impact. It does not, record speeding offences, capture licence plates or issue fines or penalties.

Evidence from nearby roads - other major roads in Birmingham already use speed enforcement successfully, including A456 Hagley Road (near Portland Road), A38 Bristol Road & A4540 Middleway.

What we are asking for:

We urge the council and relevant authorities to:

  • Conduct a formal road safety and speed assessment
  • Install fixed or average speed enforcement cameras
  • Introduce traffic-calming measures, such as speed bumps or improved road design
