Pool Lifeguard Regulations in Huron Perth County

The Issue

Wildwood By The River Campground is located in Huron County in the Municipality of Bluewater in the Village of Bayfield.

Our campground has 279 sites and is a family oriented park since the 1970's.  We have had a pool for approximately 45 years and we have never had any serious issues and follow all health and safety regulations strictly.

Our park has been advised by the Huron Perth Health Unit that there is a new regulation that will be enforced during the season of 2025 requiring our park to hire lifeguards to supervisor our pool.  Currently we follow strict regulations that children under 12 years of age must be supervised by someone over 16 years of age and our signage has always stated the rules and signage is clearly posted that the pool is unsupervised.  It has worked perfectly well for 45 years!

We believe this new regulation is ridiculous.  We have a river flowing through our park and an unsupervised beach on Lake Huron near us both presenting far more risk of injury or drowning.

The regulation is further complicated because recruiting a certified lifeguard is extremely difficult and expensive.  To comply with the regulation we have posted an ad for two lifeguards 40 hours per week for the summer and at this point we have zero applicants.  In the past we were allowed to have 88 persons within the deck area which never happens it is much less, however, if there are no lifeguards on duty we will only be permitted 10.  Very difficult to police. It is an unexpected and unbudgeted cost that we would be prepared to bear to ensure our families have access and enjoyment in our pool, however, at this point we have zero applicants.

We believe that new regulations should only be applicable to new pools installed and pools installed 45 years ago should be grandfathered.
