Grow pulses in India to empower Indian farmers and Indian agriculture

Grow pulses in India to empower Indian farmers and Indian agriculture
The Issue
Dear Mr. PM,
In a recent agreement, India has agreed to import pulses from Mozambique for five-years. India will provide all technical and financial support, resources, training, seeds etc to Mozambique to produce pulses to import to India on an agreed price. This news has been in news in major newspapers:
Why pulses can not be grown in India? India is very rich in fertile agricultural lands and 70% of Indian population are farmers, involved in agriculture practice. Almost every crop can be grown in India. Cotton, wheat, rice, sugarcane, coconut, mustard, sunflower, pulses are to name a few. States like Punjab, UP, Gujrat, MP, Bihar, Rajasthan, Maharastra are large producers of crops. India is ecologically a very diverse country and every state has specific environment and ecology to produce certain type of crops. Here is some statistical information from farmer.gov.in portal:

India has all the resources to produce pulses at its own. We have fertile lands, knowledge, technology, machinery, irrigation systems, training programs and man power. Why not start a program like "Grow in India" instead of importing pulses from other country?
This type of program will empower Indian farmers, improve their financial condition, fixed prices will safeguard them from any market risk and contribute to Indian economy.
This issue has been in discussion at vaious platforms and media. Recently, NDTV had a discussion with columnist Devinder Sharma on this subject in following video:

Indian farmers should be given an opportunity through a government program to produce pulses. Being an agricultural economy, India should be exporting crop produces, not importing them.
Dear Mr. PM, please initiate a program to empower Indian farmers and encourage them to contribute towards growth of India and make India such a country who can produce pulses at its own to fulfil its needs.
Thank you.
