Under the presumption that individuals know best how to spend their own money, the government should grant a UBI to all. The current arbiter of the money supply in the USA is the Federal Reserve, who could make a taxless UBI with limited inflation.

The Federal Reserve System manages the money supply in the United States, primarily with interest rates and loans. As industrialization has grown, it is reasonable that the Federal Reserve would begin to grant a free, basic income to every human, perhaps on the order of a few dollars per day or more, to remediate poverty and allow individuals to act more rationally than they would be able to do so otherwise. I would call that a Universal Basic Income or a Universal Foundational Income. Because distribution would be equal, there would be no reason to require taxes to pay for this program.

To encourage the end of localized currency scarcity, Congress should direct the Federal Reserve to promote economic well-being through a tax-free UBI on the basis that every person should have access to money creation of their own currency. It would seem reasonable, under equality of law, that they would grant the tax-free UBI to every human within reach, and any peaceful members of any other species who could make appropriate use of it.

A universal basic income to end poverty would be universally equal, accessible and basic in its nature as exchangeable with others to gain enough goods or services to cover some fundamental needs without incurring significant inflation on its own, and thus, rise faster than inflation so that someday all would be guaranteed financial dignity.

Over time, the basic income would rise faster than inflation, as the share of employment which is non-necessary or preferred would decline overall.

Before industrialization, a vast majority of Americans were farmers and hunters. Widespread use of currency was not necessary the way it is today. As technology has advanced, the government has accepted the existence of alternative forms of currency, such as cryptocurrency.  eToro does have a cryptocurrency that intends to create a UBI. It is time that the government innovated on its own currency in a way that helps every person and brings the freedom promised in the Declaration of Independence and the US Constitution, though I personally would not want to see digital currency completely overtake cash.

A UBI would not be intended to exclude other forms of income or financial gain.

Presumably, the Fed would want to maximize the real value of the taxless UBI over time. Since all people need some money on modern society, IRS should let this one daily payment remain taxless, and that should be recommended by the Federal Reserve and Congress. Although we may be limited to US citizens at first, it would be reasonable to extend this program to citizens of countries with significant USD reserves as our money supply affects them significantly.

Visionaries such as Thomas Paine first proposed the concept of a basic endowment to all citizens in his 1797 work Agrarian Justice, advocating for a foundation of economic security. In the 20th century, economists like Milton Friedman and James Tobin refined these ideas into the practical framework of a negative income tax, demonstrating ways to guarantee a minimum income without creating bureaucratic inefficiencies. More recently, scholars such as Guy Standing have formalized the modern definition of UBI, emphasizing that it should be universal, unconditional, and paid regularly to every individual. This petition builds upon the work of these thinkers, advocating a taxless, federally-supported UBI to provide economic stability and opportunity for all. Since then many UBI pilots have been tried such as in Finland by Juha Sipilä, with great success.
