The Issue
Robert Heikka, a Florida teacher went missing in 2020. His car was just located under water in Volusia County through the efforts of Recon Recovery and Sunshine State Sonar.Their websites are in the pinned comment. It’s Steve the guardrail guy, Sunshine State Sonar told me Robert was found “...in a canal where there is no guardrail”
In 2015, another Floridian, Chloe Arena, died in a similar crash Her death led to Chloe’s Law requiring FDOT evaluate drowning crash sites for the placement of guardrails. Loopholes prevent locations like where Robert died from being subject to this evaluation.

The key to stopping these drowning crash deaths is to prevent the vehicle from ever entering the water. Please sign the petition at Change.org demanding Volusia County honor the memory of Robert by placing a guardrail and signage at this location.
