Worth in Waste: Pass the Food Waste Reduction Act

An estimated 2.3 million Filipinos experienced involuntary hunger in 2019. But despite this, the Philippine Statistics Authority recorded that the country wastes 38.507 million kilograms of food a year, at a value of 1.617 billion pesos.

Clearly, the problem not only lies with the lack of access to food but also how too much of it goes to waste. Through House Bill No. 8873 or the Food Waste Reduction Act, local food waste will dramatically decrease because it will require the donation of food surplus as well as the creation and regulation of food banks.

This bill will affect food manufacturers, food establishments (restaurants, cafes, diners, fast-food chains, and hotels), supermarkets with at least 500 meters of selling space, and culinary schools with at least 50 students. Accredited health inspectors will first check if the food is edible and safe for consumption before having them donated to the accredited food banks. The Department of Social Welfare and Development will then be responsible to distribute the food to those in need. 

Apart from that, the bill also marks the beginning of the National Food Surplus Campaign, which will aim to raise awareness on the impact of food surplus and strategies to decrease wasted food starting at the household level. Finally, the penalty for breaking the law will range from P1 to P5 million for those who sell the food which should be donated (Ichimura, 2019).

Aligned with the United Nation’s Sustainable Development Goals, this bill emphasizes the need to prioritize the food insecurity crisis in the country. We have a long way to go before there is enough food in each Filipino home but this bill takes us one step forward. Sign the petition and help us in achieving a food secure Philippines!
