THE LEGAZPI COMMUNITY IS IN SUPPORT OF THE EMERGENCY STUDENT AID AND RELIEF BILL OR HOUSE BILL NO. 9494

We students, youth, parents, teachers, administrators, and other members of the community in Legazpi City, appeal to push for the P10,000 financial aid for all students or House Bill No. 9494. 

Emergency Student Aid and Relief Bill or House Bill No. 9494, an act providing financial assistance to subsidize education costs and providing other forms of relief during times of national emergencies and crises, and appropriating funds; therefore,

This act provides: 

• Student Financial Aid
• Moratorium on Tuition and Other School Fee Increases (TOFI)
• Waiver of student loans incurred during the emergency or crisis
• Waiver of interest on unpaid balances incurred during the emergency or crisis
• Student Aid and Relief during the COVID-19 pandemic

Despite the worsening health and economic crisis in a span of more than a year of lockdown, students are also forced to face heavy academic burdens which cause them to suffer severely in all aspects of their lives. The government's blended learning program only brought relentless difficulties to students, especially on the financial aspect. Many students, from families of middle-income to low-income earners who were also greatly affected by the current economic crisis, struggle to pay tuition fees and other school fees. Thus, the call for sufficient financial aid for all the students is essential to sustain their education amid pandemic.

The P10,000 student aid will serve as funding for the students' education during this difficult time. We call for the government to provide Php 2,000 aid per month for five months as additional support for all students to continue their education amid pandemic. It can be used as a subsidy for gadgets, internet connection, tuition, other fees, and needs of students in the midst of uncertainties due to the government’s failed pandemic response.

It is our utmost responsibility to uphold each student's right to safe, quality, inclusive, and accessible education because it is only through this that we students will be able to attain our full capacity to be the best version of ourselves not only for our personal interest but always in service of the entire Filipino people, as should be. Again, we, the signatories of this petition, are united in the call to assert the right to education of all youth, especially during pandemic. We urge the government to provide all forms of support that it should provide for the education of the youth, especially in preparing the gradual and safe reopening of classes. We stand in solidarity with all the students, teachers, and all formations as we carry the call for immediate relief in the form of P10,000 aid, along with the call for scientific and comprehensive medical solutions against COVID-19 pandemic.

ANG KOMUNIDAD NG LEGAZPI AY SINUSUPORTAHAN ANG EMERGENCY STUDENT AID AND RELIEF BILL O HOUSE BILL NO. 9494

Kaming mga estudyante, kabataan, magulang, guro, administrador, at iba pang kasapi ng komunidad sa lungsod ng Legazpi ay nagkakaisa sa pagpapanawagan para sa Php 10,000 na ayuda para sa lahat ng estudyante o House Bill No. 9494. 

Ang Emergency Student Aid and Relief Bill o House Bill No. 9494, ay isang panukalang batas na naglalayong magbigay ng pinansyal na tulong upang masuportahan ang gastos sa edukasyon at magbigay ng iba pang anyo ng tulong sa mga oras ng nasyunal na emergency at krisis, at tamang paglaan ng pondo; samakatuwid,

Tinutugunan ng panukalang batas na ito ang mga sumusunod:

• Pinansyal na ayuda para sa mga estudyante
• Moratoriyum sa matrikula at iba pang pagtaas ng bayarin sa eskwelahan
• Waiver para sa utang ng mga estudyante na natamo sa oras ng emergency o krisis
• Waiver para sa interes ng hindi nabayarang balanse na natamo sa oras ng emergency o krisis
• Ayuda at tulong para sa mga estudyante sa oras ng COVID-19 pandemic

Dahil sa patuloy na lumalalang krisis pang-ekonomiya at pangkalusugan sa loob ng mahigit isang taon, ang malawak na hanay ng mga estudyante ay nasadlak din sa mga mabibigat na pagsubok sa kasalukuyang sistema ng edukasyon. Ang blended learning program ng pamahalaan ay nagdala lamang ng pagpapahirap sa mga mag-aaral lalo na sa aspetong pinansyal. Maraming mga estudyanteng mula sa mga pamilyang may middle-income to low-income, na higit ding apektado ng krisis pang-ekonomiya, ang nahihirapang makapagbayad ng matrikula at iba pang mga bayarin. Samakatuwid, ang panawagan para sa sapat na ayuda para sa lahat ng estudyante ay esensyal sa pagpapatuloy ng kanilang edukasyon sa gitna ng pandemya.

Ang Php 10,000 na ayuda ay magsisilbing pantustos sa kanilang pag-aaral sa kasalukuyan. Kami ay nananawagan sa pamahalaan na magbigay ng Php 2,000 kada buwan sa loob ng limang buwan bilang karagdagang suporta upang ipagpatuloy ang kanilang pag-aaral sa gitna ng pandemya. Ito ay pwedeng magamit bilang subsidyo para sa mga gadget, pandagdag matrikula, at iba pang mga bayarin at pangangailangan ng mga estudyante sa gitna ng kawalan pa rin ng katiyakan buhat ng kapalpakan ng gobyerno na tugunan ang pandemya.

Responsibilidad natin na isulong ang mga batayang karapatan ng estudyante para sa ligtas, de-kalidad, inklusibo, at abot-kayang edukasyon dahil dito natin lubos na mahuhubog ang ating mga sarili upang makamit hindi lamang ang ating mga pansariling interes bagkus ay mapagsilbihan din ang malawak na hanay ng masang Pilipino. Muli, kaming mga nakapirma sa petisyon na ito, ay nagkakaisa sa panawagan upang isulong ang karapatan sa edukasyon ng mga kabataan sa gitna ng pandemya. Inuudyok din namin ang pamahalaan upang ibigay ang lahat ng porma ng suporta na dapat nitong ibigay para sa edukasyon ng mga kabataan, lalo na sa paghahanda para sa muling pagbubukas ng klase at ligtas na pagbabalik-eskwela sa bansa. Kami ay nakikiisa sa mga mag-aaral, mga guro, at iba’t ibang mga pormasyon sa pagpapanawagan para sa agarang pagbibigay ng Php 10,000 ayuda, kasabay ng panawagan para sa siyentipiko at komprehensibong aksyong medikal laban sa COVID-19.
