Across our community, dedicated animal advocates and professional pet sitters are facing unfair housing restrictions, arbitrary fines, and landlord harassment. Despite many leases lacking any explicit prohibition on pet care or fostering, housing complexes are increasingly classifying these essential services as "illegal businesses." This doesn't just hurt the providers—it directly worsens the shelter crisis by preventing capable individuals from fostering animals in need. The Goal: We are calling for legislative action to establish "Fair Housing for Animal Support." No tenant should be penalized for helping animals or providing professional pet care services if their activities do not violate specific, reasonable lease terms or create a nuisance. Our Demands: • End the "Illegal Business" Loophole: Prevent landlords from classifying pet sitting or fostering as prohibited commercial activity on personal residential leases. • Protection for Fosters: Prohibit penalties or additional fees for residents who temporarily house shelter animals to help alleviate the animal shelter crisis. • Tenant Rights & Transparency: Require landlords to provide clear, written justification based on existing lease language before restricting pet care services or fostering activities. • Legislative Recognition: Formally recognize pet sitting and fostering as vital community benefits that support public health and animal welfare.
