Residents of Langa, Cape Town are facing an increasingly serious and concerning rat infestation that is affecting the quality of life, safety and wellbeing of people in the community. Rats are increasingly being seen around residential properties, streets, public spaces, waste areas, open spaces and other parts of the community. For many residents this has become a daily concern particularly where rodents are able to move between public areas, waste sites, drainage systems and residential properties.

What may initially have been viewed as an isolated pest problem has developed into a broader community concern that requires urgent attention from the relevant government authorities. The problem is particularly concerning because a growing rodent population can be an indication of wider environmental and sanitation challenges. Areas where waste, food, water and shelter are readily available can create conditions in which rodents reproduce and spread. Residents have raised concerns about illegal dumping, accumulated waste, overflowing refuse, neglected spaces, blocked drains, damaged infrastructure and other environmental conditions that may be contributing to the problem. 

We are therefore concerned that simply treating individual homes or placing rat bait in isolated locations will not provide a lasting solution. Unless the underlying conditions contributing to the infestation are identified and addressed, the problem may continue to return. This is fundamentally a public-health, environmental-health and service-delivery issue. The increasing presence of rats creates concerns about sanitation and the potential contamination of areas where residents live, work, trade, prepare food and spend time with their families.

There are particular concerns for children, elderly residents, people living in vulnerable circumstances, informal traders, food vendors, small businesses and residents whose homes may be difficult to protect against rodents. No resident should have to accept rats entering their home or regularly encountering rodents in the spaces surrounding where they live. A clean and healthy environment is an important part of a community's dignity and quality of life.

We are calling for the authorities to investigate the conditions that may be supporting the rat population in Langa. This should include an assessment of:

- Illegal dumping sites;

- Accumulated household and commercial waste;

- Overflowing refuse bins;

- Food waste in public areas;

- Waste collection points;

- Vacant and neglected properties;

- Abandoned or derelict structures;

- Open spaces containing rubbish;

- Blocked stormwater drains;

- Damaged drainage infrastructure;

- Possible sewerage leaks or sanitation problems;

- Open access points in infrastructure;

- Areas providing rodents with food, water or shelter; and

- Other environmental factors contributing to the infestation.

We believe that the City and relevant authorities must identify the source and contributing factors instead of treating only the symptoms.  Through this petition, we are calling on the City of Cape Town, City Health and Environmental Health Services, Solid Waste Management, Water and Sanitation, Roads and Stormwater, relevant Subcouncil structures, the Ward Councillor and relevant Western Cape Government authorities to urgently intervene.

We are asking for a comprehensive response that includes:

1. An urgent Environmental Health inspection of affected areas in Langa;

2. An assessment of the scale and location of the infestation including identification of major hotspots;

3. Professional and safe rodent-control measures in affected areas;

4. Investigation and removal of accumulated waste contributing to the problem;

5. Action against illegal dumping where it is identified;

6. Inspection and maintenance of stormwater and drainage infrastructure;

7. Investigation of sanitation and sewerage-related concerns that may be contributing to rodent activity;

8. Inspection of vacant, neglected and abandoned spaces that may provide shelter for rodents;

9. Coordination between relevant municipal departments so that the community is not passed from one department to another;

10. Clear public-health information for residents on how to respond safely to the infestation;

11. Direct engagement with residents and community organisations to identify affected areas and develop appropriate interventions;

12. A formal reference number and written response confirming how the matter will be handled and

13. Long-term monitoring and prevention measures to ensure that the infestation does not simply return after an initial intervention.

THIS IS A COMMUNITY ISSUE

This petition is not intended to blame or attack any individual government official or department but it is a call for urgent accountability, cooperation and action. Residents are willing to work with government and provide information about affected areas, photographs, videos, locations of infestation hotspots and other evidence that may assist officials. However, residents should not be expected to carry the responsibility for solving a community-wide environmental-health problem on their own. We believe that government departments must work together to address the conditions that are contributing to the infestation and provide residents with a clear plan of action.

Langa is a historic and vibrant community. Its residents deserve to live in an environment that is clean, safe, healthy and properly maintained. The presence of rats should not become normalised simply because the problem occurs within a township community. We believe that environmental-health concerns in Langa deserve the same urgency and seriousness as similar concerns anywhere else in Cape Town. This petition therefore calls for immediate intervention, meaningful community engagement and a sustainable long-term solution. We are asking the authorities not only to remove the rats but to address the conditions that are allowing the infestation to grow. Langa residents deserve a clean, safe and healthy environment. We call on the City of Cape Town and all relevant authorities to act urgently.
