Petition to Update Maine E-Bike Laws for Youth

The Issue

Electric bikes are safe, quiet, and eco-friendly, but Maine’s current laws restrict young riders from using them on public roads. Kids as young as 10 can operate heavy ATVs on trails, yet they cannot ride modern e-bikes safely and responsibly.

We propose that children ages 10 to 16 be allowed to ride most e-bikes—including Class 2, Class 3, mopeds, and electric ohms—after completing a simple safety test and registering their bike, similar to the rules for ATVs. Riders would also follow normal bike safety requirements, including helmets, lights, reflectors, and mirrors. This change would make it clear and easy for young riders to use e-bikes safely on public roads and trails.

Allowing young riders to use e-bikes safely would also provide benefits to families and the community. Kids would have an alternative way to travel short distances, reducing reliance on cars and promoting healthy outdoor activity. E-bikes are quiet, unlike ATVs or small motorcycles, which makes them ideal for suburban or rural areas where noise pollution can be an issue. Additionally, some states have already updated their e-bike laws to accommodate younger riders while requiring safety courses and appropriate safety gear. These examples demonstrate that it is possible to allow youth access to e-bikes responsibly without compromising public safety.

Some may argue that allowing kids under 16 to ride powerful e-bikes on public roads could be dangerous and lead to accidents. While safety is always a priority, these concerns are already addressed by requiring a safety course, proper safety gear, and registration. These precautions mirror the existing rules for ATVs and snowmobiles, which have proven effective in ensuring safe operation for young riders.

Updating Maine’s e-bike laws to allow responsible youth riders would bring numerous benefits, including increased outdoor activity, safer transportation alternatives, and alignment with other states that have modernized their regulations. By implementing structured testing, safety requirements, and registration, Maine can ensure that young riders enjoy the freedom of e-bikes safely and responsibly. We urge lawmakers to revise the current laws to support youth access to electric bikes while maintaining public safety.
