Petition to the Thai Government: Investigate the Chabad-Lubavitch Network and Its Activities in Thailand
What is Chabad-Lubavitch?
Chabad Houses are not simply informal places where Jewish tourists meet for religious services.

They are local centers belonging to the Chabad-Lubavitch movement, a major Hasidic Jewish religious movement and international organizational network headquartered in Brooklyn, New York.

Chabad itself describes Chabad-Lubavitch as a philosophy, religious movement, and organization, and describes its emissaries — known as shluchim — as representatives of the Lubavitcher Rebbe who are dispatched to communities throughout the world. Chabad's own materials state that there are more than 6,000 emissary families operating in more than 100 countries and directing thousands of institutions worldwide.

The establishment of Chabad Houses outside Israel is therefore not accidental or merely the result of tourism. It is part of a deliberate international strategy of establishing permanent Jewish religious and community infrastructure in locations around the world.

Chabad itself describes this as shlichus, meaning a mission or agency: rabbis and their families are sent to particular locations to establish Jewish life, provide religious education, encourage Jewish observance and serve Jewish communities.

What is the purpose of this worldwide network?
Chabad's own publications openly describe the purpose of the shluchim as spreading Jewish education, Jewish identity, Torah study and mitzvah observance throughout the world.

The movement's global expansion was dramatically accelerated under its seventh Rebbe, Rabbi Menachem Mendel Schneerson (1902–1994).

Schneerson transformed Chabad from a relatively small Hasidic movement into a worldwide network of religious institutions.

The movement's own historical material states that Schneerson sent emissaries to Europe, Asia, Africa, Australia and other parts of the world and that this eventually developed into the global Chabad House network.

This raises a legitimate question for the Thai public:

Why should Thailand permit a foreign religious organization with a highly centralized international structure to establish permanent centers throughout the country without the Thai public having a clear understanding of its organizational structure, funding, personnel, legal status and activities?

The Messianic dimension
One of the most important aspects of Chabad-Lubavitch that is frequently unknown to the general public is its strong messianic tradition.

Rabbi Menachem Mendel Schneerson placed the coming of Moshiach (the Jewish Messiah) at the center of his religious vision.

This is not merely an allegation made by critics of Chabad. Chabad's own writings explicitly connect the worldwide mission of its emissaries with bringing about the Messianic era.

In one of Schneerson's addresses to Chabad emissaries, the stated goal of their worldwide mission was described in terms of "speeding the advent of Mashiach."

Chabad's own theological writings likewise describe the spreading of Chassidic teachings throughout the world as connected to bringing the Messianic revelation closer.

Academic researchers have also examined Chabad as a particularly strong example of modern Jewish messianism. Scholarly research has documented the development of a belief among parts of the movement that Schneerson himself was the Messiah and that his arrival, or the Messianic redemption associated with him, was imminent.

It is important to emphasize that not every Chabad follower necessarily holds exactly the same messianic belief. Chabad contains internal differences, particularly concerning whether Schneerson should be regarded as the Messiah.

Nevertheless, messianic thought is an important and documented component of the movement's ideology.

Therefore, the international expansion of Chabad Houses deserves to be understood not merely as the opening of tourist synagogues, but within the broader religious mission articulated by the movement itself.

Chabad and political influence
Chabad-Lubavitch is also not completely separate from politics.

Rabbi Schneerson maintained extensive relationships with political leaders and government officials, including senior figures in Israel and the United States.

There is documented historical evidence of Chabad political involvement in Israel. For example, Chabad publicly campaigned for Benjamin Netanyahu during the 1996 Israeli election.

Chabad's own historical material also documents close relationships between Schneerson and American presidents, including Ronald Reagan.

More recently, Donald Trump has publicly honored Schneerson and his legacy. In 2025, Trump wrote publicly about Schneerson's influence and described drawing spiritual strength from the Rebbe's legacy. In 2025, Trump also received a delegation of Chabad-Lubavitch rabbis at the White House.

These documented relationships do not by themselves prove that Chabad controls governments or intelligence agencies.

But they demonstrate that Chabad is capable of operating at a significant level of political and institutional influence.

That is precisely why its activities in Thailand deserve transparency and public scrutiny.

What we are asking from the Thai Government
We are not calling for discrimination against Jewish people or against Judaism.

Jewish individuals and Jewish religious practice should be protected under Thai law.

Our concern is specifically with the activities, legal status and organizational structure of a particular international religious organization operating in Thailand.

We therefore call upon the Thai Government to:

Conduct a comprehensive review of every Chabad House and Chabad-Lubavitch affiliated institution operating in Thailand.
Verify the legal registration and organizational status of each institution, including the legal entities through which they operate.
Review the immigration and visa status of foreign rabbis, staff members, missionaries and other personnel working for or associated with these institutions.
Examine the sources of funding and international financial relationships of Chabad-affiliated institutions operating in Thailand, in accordance with Thai law.
Determine whether all religious, educational, charitable and commercial activities conducted by these institutions comply with Thai law and the conditions of their relevant permits and registrations.
Investigate whether any Chabad-affiliated institution is conducting activities beyond the scope of its legal authorization.
Review whether any foreign political, governmental or intelligence-related connections exist that could raise legitimate national-security concerns.
Make the findings of this review publicly available to the Thai people, to the extent permitted by law.
If serious violations of Thai law are discovered, take appropriate legal action, including cancellation of permits or closure of the relevant institution where legally justified.
Why are we asking for this investigation?
Thailand welcomes people of many religions and nationalities.

But openness does not mean that foreign organizations should be exempt from scrutiny.

If an organization operates a large international network, sends religious representatives around the world, maintains significant institutional and political relationships, and explicitly describes its global mission in terms of advancing a particular religious and messianic vision, the Thai public has a legitimate right to ask:

Who are these organizations?
Who funds them?
Who supervises them?
What legal status do they have?
What activities are they conducting in Thailand?
And are all of those activities fully compliant with Thai law?

We are asking the Thai Government to answer these questions transparently.

This petition is directed at the organization and its activities — not at Jewish people as an ethnic or religious group.

Our demand is simple:

มิติด้านความเชื่อเรื่องพระเมสสิยาห์
หนึ่งในแง่มุมสำคัญของ Chabad-Lubavitch ที่ประชาชนทั่วไปมักไม่ทราบ คือ แนวคิดเรื่องพระเมสสิยาห์ (Messianism) ที่มีบทบาทสำคัญในขบวนการ

Rabbi Menachem Mendel Schneerson ให้ความสำคัญอย่างมากกับการมาถึงของ Moshiach (พระเมสสิยาห์ตามความเชื่อของชาวยิว) และวางแนวคิดดังกล่าวไว้เป็นส่วนสำคัญของวิสัยทัศน์ทางศาสนาของเขา

ประเทศไทยเปิดกว้างและต้อนรับผู้คนจากหลากหลายศาสนาและหลากหลายสัญชาติ

แต่ความเปิดกว้างไม่ได้หมายความว่าองค์กรต่างชาติควรได้รับการยกเว้นจากการตรวจสอบ

และกิจกรรมทั้งหมดของพวกเขาปฏิบัติตามกฎหมายไทยอย่างครบถ้วนหรือไม่?

เราขอให้รัฐบาลไทยตอบคำถามเหล่านี้อย่างโปร่งใส
