The Issue

  1. The Harm Demand Supply Reduction Federation, its Alliances and Community members in solidarity, wish to submit this Petition, requesting Parliament to implement the following: 1. Remove the Central Drug Authority (CDA) from being a sub-division of the Department of Social Development (DSD). The reason for our plea is due to the fact that, the issue of Substance Abuse is very complex in its nature. Therefore, it qualifies to be a STAND ALONE department and be regarded as a SPECIAL SERVICE DEPARTMENT. It must have its own budget, allocated directly by the Director-General of the Treasury. This is to prohibit DSD Ministers and Senior Managers from misappropriation and mismanagement of funds that are allocated for the CDA activities.
  2. We are proposing a formalized long term contract, between us as a Federation and government. The perceived partnership will be regarded as a Public-Private Partnership (PPP). The aforementioned is proposed because affiliating members of the Federation are GURU’s of the Substance sector, have BEEN and ARE still the AUTHORS of the NATIONAL DRUG MASTER PLAN through their inputs at the CDA Biennial Summits. They form part of the PROVINCIAL SUBSTANCE ABUSE FORUMS and the LOCAL DRUG ACTION COMMITTEES. It is under this BREATH and NOTION that we request the PPP, for us to ensure that the National Drug Master Plan 2026-2031 is actualized and effectively implemented, because the previous Minister Sisisi Tolashe FAILED dismal to implement the National Drug Master Plan 2019-2024 hence the country is in a State of Disrepute due to Substance Abuse and Drug Dealing.
  3. We request the National Assembly to monitor a Memorandum that will be submitted to His Excellency President Cyril Ramaphosa, because he is accountable to the National Assembly. Attached, please find herewith the MEMORANDUM to the President with March details.
