The Issue Under Killeen City Ordinance 19-31, it is unlawful for any person to engage in commercial activity within a city park "unless authorized by permit from the city." However, the City of Killeen currently does not offer or have an application process for a park-specific vendor permit. Local mobile food vendors who are fully licensed, insured, and permitted to operate throughout the state of Texas and the rest of the city are being barred from serving families in our public parks solely because the city lacks the administrative process to issue this specific permit. Why This Matters to Our Community Mobile vendors like The Juke Box Ice-Cream, Snacks & Concession Truck provide a vital, safe, and positive service at Lions Park. On hot days during youth soccer, baseball, and basketball events, families rely on these local vendors for drinks, ice cream, and snacks. Furthermore, local business owners like Sean Brown use their presence at the park to give back—including hosting community events like offering free food every Sunday at the basketball courts to bring the community together and keep local youth engaged in positive activities. Our Request We, the undersigned residents and supporters of Killeen, respectfully petition the City Council to: Establish a clear, accessible application and permit process for mobile food and snack vendors to legally operate within Killeen City Parks. Create a temporary allowance or provisional permit for established, fully-licensed local vendors while the official park permit framework is being finalized, ensuring our families do not lose access to these services during sports seasons and hot summer months.
