The Issue

To: Cornwall Borough Council, Representative John Schlegel, Senator Chris Gebhard, Lebanon County Metropolitan Planning Organization (MPO), and PennDOT

We, the undersigned residents of Cornwall Borough, call for urgent action to evaluate and address traffic safety on Route 419 from one end of the borough to the other.

Recent and ongoing residential and commercial developments have led to increased traffic congestion, speeding, and pedestrian risk—especially near Cornwall Elementary School during afternoon dismissal, as reported by LebTown. These concerns are compounded by:

  • Crash data and near-miss incidents, particularly at high-risk intersections including Route 419/Cornwall Road/Boyd Street.
  • Increased pedestrian activity and crossing concerns at Willow Street and Route 419.
  • Anticipated growth that will further strain traffic patterns and road safety.

We respectfully request that Cornwall Borough and its state and regional transportation partners allocate funding for a comprehensive speed and traffic study of Route 419 through the borough. This study should assess:

  • Traffic volume and speed trends
  • School-zone safety
  • Pedestrian infrastructure and crossings
  • Intersection performance and crash risk
  • Traffic-calming and mitigation strategies

We believe this study is a necessary step to preserve public safety, support responsible development, and maintain the well-being of Cornwall residents.

We urge your leadership in prioritizing and funding this study without delay.
