Subject: Urgent Request for the Removal of "No Parking" Signs at the School Bus Pickup/Drop-off Area and Implementation of a Temporary Parking Solution
To the Esteemed Board Members of the Holly Farms Toll Brothers Homeowners Association,
We, the undersigned residents of the Holly Farms community, respectfully submit this petition to address a critical safety and convenience issue regarding the "No Parking" signs recently installed near the designated school bus pickup and drop-off area at the community's entrance. These signs were installed without prior communication, review, or permission from the residents, and they are causing significant hardship for families with school-aged children.
Our community comprises approximately 150 homes, with at least 100 children attending elementary, middle, and high schools. Currently, due to the ongoing construction and incomplete asphalt roads within Holly Farms, school transportation services are unable to enter the community to pick up or drop off children from interior locations such as the cul-de-sac or near the park/swimming pool area. Consequently, the only viable option for school bus service is at the community's main entrance.
This situation necessitates that parents temporarily park their vehicles close to the bus stop for approximately 15-30 minutes during school pickup and drop-off times. The existing "No Parking" signs directly impede this necessary activity, creating several unacceptable challenges:
Safety Concerns for Children: Young children, especially those in elementary and middle school, cannot be left unattended at the bus stop, nor should they be expected to walk a quarter-mile distance alone to reach the bus in areas that are still under construction.
Weather-Related Hardships: During periods of severe weather, such as heavy rain, extreme cold, or intense heat, requiring children to walk a considerable distance to or from the bus stop poses a health and safety risk. Temporary parking allows parents to ensure their children are safely sheltered until the bus arrives or picked up immediately upon its arrival.
Parental Supervision: The presence of parents in vehicles nearby ensures proper supervision and security for all children awaiting or disembarking from the school bus.
Construction Traffic Hazards: The ongoing community construction means frequent entry and exit of contractors and large vehicles, including heavy construction trucks, near the bus stop. This creates an inherently dangerous environment for children walking or waiting.
Reckless Driving by Residents: We have also observed instances of residents driving at dangerously high speeds near the bus waiting area, despite the clear presence of children. Allowing parents to park nearby provides an immediate buffer and presence to mitigate such risks.
We understand the need for traffic management, but the current "No Parking" restriction at this specific location directly conflicts with the essential needs of our families. We believe a temporary parking solution that allows parents to wait briefly (15-30 minutes) during designated school bus times is crucial for the safety and well-being of our children.
Therefore, we urge the HOA Board to:
Immediately remove the "No Parking" signs from the school bus pickup and drop-off area.
Work collaboratively with residents to establish a sensible, temporary parking solution for the duration of the school year or until school bus services can safely enter deeper into the community.
