Petition to Rogers Communications Inc. to Relocate the Cell Tower in Beacon Hill N

The Issue

A 14.9-meter telecommunications (cell) tower (Roger’s tower site C4356) has been installed in the heart of our Beacon Hill North community, at 2414 Ogilvie Rd., Gloucester, on land owned by the Annunciation of The Lord Parish, directly beside Eastvale Park. This site borders a children’s playground, a community centre, public green space, and nearby residential homes.

Innovation, Science and Economic Development Canada (ISED) has confirmed that its default CPC-2-0-03 — Radiocommunication and Broadcasting Antenna Systems protocol was followed for this tower siting.  

The CPC-2-0-03 protocol states, “As a minimum, proponents must provide a notification package (see annex A) to the local public (including nearby residences, community gathering areas, public institutions, schools, etc.), neighbouring land-use authorities, businesses, and property owners, etc. located within a radius of three times the tower height”.  

Only the City of Ottawa was consulted as per the protocol as no residential properties fell within a radius of three times the tower’s height.  The tower is exempt from the City of Ottawa’s Municipal concurrence and public consultation process for antenna systems.

This process did not include ANY consultation with the surrounding community — despite the tower’s placement in a community-sensitive location used daily by families, children, and residents.  As a result, many community members feel excluded and disregarded in a decision that affects the safety and character of our neighborhood.

Reasons we want the cell tower relocated include (but are not limited to):

1. Human exposure to radiofrequency (RF) energy and the unknown long-term side effects of living near such a tower. We don’t want to be exposed to this RF energy on a continuous basis. Children are vulnerable, due to their developing brains and bodies.  

In 2011, the World Health Organization’s International Agency for Research on Cancer (IARC) classified radiofrequency radiation as a possible human carcinogen.

2. The tower is not aesthetically pleasing and does not fit in with the surrounding area.

3. Potential to devalue nearby property values.  We don’t view this tower as a selling feature.

This petition will be sent to the CEO of Rogers Communications Inc. and it will be shared with the following representatives to oppose the tower being located in the heart of our community, and to highlight the need for updated policies at both the municipal and federal levels to ensure meaningful community consultation and responsible tower placement:

Work with the community and the City of Ottawa to relocate the tower to a more appropriate location.
