The Issue

We, the undersigned, call upon the United States government to require the American Israel Public Affairs Committee (AIPAC) to register as a foreign lobby under the Foreign Agents Registration Act (FARA) of 1938 (22 U.S.C. § 611 et seq.). We believe this action is necessary to ensure transparency, protect the integrity of American democracy, and uphold the law as it applies to organizations acting on behalf of foreign interests.
AIPAC is a prominent lobbying group that advocates for policies benefiting the state of Israel. While it operates legally as a domestic organization, its activities align closely with the interests of a foreign government. Under FARA, any entity or individual acting as an "agent of a foreign principal" to influence U.S. policy or public opinion must register with the Department of Justice, disclosing their activities, finances, and relationships with foreign entities. AIPAC has not registered under FARA, despite historical evidence and ongoing concerns suggesting it functions as an arm of Israeli interests.
For example, AIPAC’s predecessor, the American Zionist Council (AZC), was ordered to register as a foreign agent in 1962 by the DOJ due to funding from Israel. Shortly after, AIPAC was incorporated, taking over the AZC’s lobbying efforts, yet it has avoided FARA registration. Today, AIPAC wields significant influence over U.S. elections and legislation, reportedly spending millions to support pro-Israel candidates, often without the transparency required of foreign agents. This exemption undermines the spirit of FARA, which exists to inform the American public and government about foreign influence.
We are not seeking to silence AIPAC’s advocacy but to ensure it operates with accountability. Registration under FARA would require AIPAC to:
- Disclose its funding sources and expenditures.
- Report contacts with U.S. officials on behalf of Israel.
- Label its materials as representing a foreign principal.
This petition does not question the right of Americans to lobby for causes they support. Rather, it demands equal application of the law. Other nations’ representatives, from Canada to Russia, must register under FARA—Israel’s lobby should be no exception.
We urge the Department of Justice to investigate AIPAC’s activities and enforce FARA registration if warranted. We also call on Congress to support this effort by reviewing AIPAC’s status and ensuring transparency in our political process. The American people deserve to know who influences their government and on whose behalf.
