This petition is designed for the permanent ban and removal of Kenneth Carl Goodman of Florida, known as “Chefcarleon” on Tiktok. Removal would not only include all of his logins, but any and all of his IP addresses as well.

He is known as Chef Carl on TikTok. Please review his content on all of  his TikTok accounts.  He claims his situation is an emergency, that he is homeless, needs money, a place to live and a vehicle and provides four ways viewers can give him money. The fore ways are also listed in the bio of each of his accounts.

He has been on Tiktok since June of 2023. His stated sole purpose is to get people to give him money.  He has a lengthy police record and he has learned how to lie and manipulate people and the system. He alleges that he is homeless, has health problems and expects people to give him money. If people watching his lives do not donate money to him or ask questions, he immediately starts mass blocking people, because they will not comply with his demands.

Carl’s short term demands for donations for his daily expenses include items such as cigarettes, food, money to charge the electric vehicle he is currently renting, his phone bill, and a motel room. His long term  demands are that he wants viewers to  give him $20,000 to purchase a vehicle, insurance on that vehicle and to get a place to live. Many people have offered to give him a place to live free of charge, they have offered to give him a vehicle, they have offered to pay for a motel room directly and Carl has refused to accept anything but cash. Carl wants people to give him money through Cash App (who is not filing any 1099’s on people receiving cash donations so it is all tax free), his Venmo, PayPal and Zelle.

There is reason to believe the money that he allegedly makes driving for Uber goes for other things not intended for as he states. He is on Tiktok multiple times a day, when he could be working for Uber as he claims he does. Carl has come to demand and expect people to give him money so he does not have to work to buy a vehicle (using cash only as he is unable to secure financing) insurance, and a place to rent or buy and his daily/weekly expenses.

Carl has a lot of accounts, when one gets banned, he makes another account so he can keep scamming/begging people for money.  Carl is now sending direct messages to people requesting $100 or more for his demands and desires. There are people that have donated up to $2000 to Carl.  He previously promised viewers  that he would not be asking for money anymore; however, he continues to do so. When asked how much money Carl has gotten, where his money has gone, how much went to where, Carl tells people “it is none of your business” and “just give me the money”. This is also known as entitlement to these beggars/scammers.

He has cussed viewers out, flipped them off and has doxed one person that donated to him. Giving out the person’s name, address, city, and state, while on a live stream on Tiktok. Carl has stated that he will be releasing more names on the live stream if people do not comply with his demands for cash donations, effectively extorting people, their identity and location in exchange for a cash donation. 

This man needs to be removed from Tiktok and all other social media platforms.

Tiktok has become a social media app for beggars.  Scammers have become a huge problem and is a breeding ground for them all.

According to Tiktok community standards states: “Scams are fraudulent and deceitful acts that can take place online. These scams typically include the exploitation of others for some form of monetary gain.” Which includes content, and bio containing them wanting money for whatever so called reasons.

TikTok’s reason why it was created was “It originally focused on the lip-synching craze, offering thousands of songs to which users could make entertaining lip-synching and dance videos. Music quickly gained popularity, especially among American teenagers, and within a few years it had tens of millions of users.” Not for people to come on and use this platform to beg or scam for money. Many of these people are more than able to work, they just refuse to do so, as they have stated so.

Tiktok has refused to enforce their community standards. Tiktok has refused to permanently ban any of these scammers/beggars. This petition is to permanently ban Kenneth Carl Goodman, known as Chefcarleon from the Tiktok platform, banning his IP address and all logins. 

By signing this petition, you fully understand this petition is a demand that TikTok and if applicable, the US Government to remove Kenneth Carl Goodman aka ChefCarleon and others like him from the Tiktok platform.  If TikTok does not comply, then it will be taken up with the US Senate, Congress and House of Representatives to completely ban Tiktok from the USA.
