PETITION TO REINSTATE OUR DISASTER RISK MANAGEMENT VOLUNTEER UNIT COORDINATOR

The Issue

We, the undersigned volunteer members of Disaster Risk Management, community organizations, and surrounding community members, respectfully submit this petition to the Heads of Disaster Risk Management and Safety and Security to express our concern and request the reinstatement of our Unit Coordinator, Mr. Dawson.


Mr. Dawson has been suspended following his dismissal from his previous employment within the city, a decision that is currently under appeal and pending legal review. It is important to clarify that this matter is entirely unrelated to his role and responsibilities as a volunteer with Disaster Risk Management.

Volunteers are not regarded as permanent employees of the City of Cape Town, and the Disaster Risk Management volunteer program has its own established disciplinary procedures, which were not adhered to in this instance prior to suspension.

 
We believe this suspension is unjust and negatively affects the efficiency, morale, and structure of our unit, as it concerns an external matter unrelated to his volunteer duties.


Nowhere in the Standard Operating Procedures or volunteer policies is there provision for terminating a volunteer solely based on the loss of external employment. It is therefore deeply concerning that a dedicated emergency service veteran with 28 years of service is being further penalized for a matter that is still before the legal processes.


There must be a clear distinction between employment and volunteerism within the City’s Disaster Risk Management structure. Volunteers—many of whom are not City employees—offer their time freely to serve their communities. The City should not blur these lines by treating volunteer positions as extensions of employment, as this sets a worrying and inconsistent precedent.


Mr. Dawson has demonstrated unwavering dedication, leadership, and professionalism throughout his service. Despite personal setbacks, he continues to offer his time and expertise to serve the City and its communities—without remuneration. It is disheartening that instead of recognition for his selfless commitment, he is met with further exclusion.


We urge the City to act with fairness and integrity by reinstating Mr. Dawson to his rightful role as Unit Coordinator. Punishing a volunteer for an unrelated employment dispute sets a damaging precedent, discouraging others from offering their time and skills in service of the City.
