Petition to Reform Auto Insurance Pricing and Protect Safe Drivers in Ontario
The Issue
To the Legislative Assembly of Ontario,
in Parliament assembled:
WHEREAS automobile insurance is mandatory for all drivers in Ontario, and affordable access to insurance is essential for employment, family responsibilities, and daily life; and
WHEREAS residents of Ontario, particularly in the Greater Toronto Area (GTA) have experienced continuous year‑over‑year increases in auto insurance premiums, even when they maintain clean driving records with no accidents, claims, or traffic violations; and
WHEREAS many insurance providers justify these increases by citing aggregate accident rates, rising claims costs, and broader market conditions, rather than individual driving behavior; and
WHEREAS this practice unfairly penalizes responsible, law‑abiding drivers by requiring them to subsidize higher risk drivers and systemic inefficiencies within the insurance system; and
WHEREAS in many cases, monthly auto insurance premiums now exceed the lease or finance payments of the insured vehicles themselves, placing an unreasonable and growing financial burden on Ontario households during a period of rising costs of living; and
WHEREAS we recognize that new drivers and new immigrants to Canada may initially require higher premiums due to the absence of an established Canadian driving record; however, long standing Ontario drivers with verified safe driving histories deserve tangible recognition and financial reward for their responsible behavior; and
WHEREAS failing to incentivize safe driving through meaningful premium reductions undermines public trust and discourages accountability, fairness, and long‑term road safety improvements;
WE, the undersigned, respectfully petition the Government of Ontario to:
1. Introduce regulatory measures requiring insurers to provide annual premium reductions for drivers who maintain clean driving records, instead of allowing automatic year‑over‑year increases.
2. Ensure that insurance pricing places greater weight on individual driver behavior, rather than broad regional or aggregate accident statistics beyond a driver’s control.
3. Increase transparency and oversight of insurance rate increases, including clearer justification and public reporting when premiums rise for claim free drivers.
4. Strengthen consumer protections by empowering the Financial Services Regulatory Authority of Ontario (FSRA) to more actively intervene when systemic and unjustified premium increases occur.
5. Promote fairness and affordability in auto insurance, ensuring that responsible drivers are rewarded, not penalized for maintaining safe driving habits.
We believe that safe driving should be encouraged through fairness, accountability, and financial incentives.
Good drivers make Ontario’s roads safer and they deserve a system that recognizes and rewards them.
AND we respectfully request that the Legislative Assembly of Ontario take immediate action to address this issue.
