PETITION TO RECLAIM LIBERIA'S MINERAL WEALTH: A CALL FOR AUDIT AND JUSTICE
The Issue
TO:
The President of Liberia,
The Ministry of Mines and Energy,
The Liberia Revenue Authority,
The Honorable House of Representatives
For too long, Liberia’s mineral wealth has made foreign companies rich while leaving our people poor. This petition is not just from Liberians, it is from Black people across the world - and our allies - who believe in fairness, accountability, and true sovereignty.
We are calling on the Government of Liberia to immediately audit and renegotiate the following mining agreements:
• ArcelorMittal Liberia
• Bao Chico Mining Company
• Bea Mountain Mining Company
Why we’re demanding this:
1. Taxes and royalties are too low.
These companies are exporting millions in gold and iron but paying very little to Liberia. Some pay the same small fee each year, regardless of what they take.
2. The contracts protect them, not us.
Even if Liberia wants to raise taxes or protect our environment, these companies are protected by contract clauses that block change.
3. Our communities are not benefiting.
Liberians still lack clean water, electricity, roads, and jobs, even in areas where these companies operate.
4. There are no serious penalties if they break promises.
The contracts don’t clearly say what happens when companies fail. No real fines. No accountability.
What we’re asking for:
• A full independent audit of each company; covering what they extracted, what they paid, and whether they delivered on their promises.
• A public renegotiation of these MDAs to ensure Liberia benefits from its own land and resources.
• The contracts should be reviewed by international legal and human rights experts; especially those with experience holding multinational corporations accountable in Africa and other developing countries.
• Clear penalties, new tax rates, and stronger protections for Liberians and the environment.
This is our constitutional right.
Article 7 of the Liberian Constitution says:
“The Republic shall manage the national economy and the natural resources of Liberia in such manner as shall ensure the maximum feasible participation of Liberian citizens… and advance the general welfare of the people…”
Right now, these mining agreements are not helping the people; they are helping the powerful.
This is our stand for Liberia!
Liberia must not be an easy target for exploitation. For too long, big companies have taken what they want and left little behind. That has to end.
We ask all people to support this demand: make mining contracts fair, make our government accountable, and make justice real.
