The Issue
We, the undersigned, respectfully call for a revision of federal law to raise the minimum legal age for participation in pornographic film production from 18 to 21 years old.
Currently, individuals who have just reached the age of 18 are legally permitted to appear in adult films. At the same time, federal law has recognized that certain decisions—such as the consumption of alcohol and tobacco—require a higher level of maturity and responsibility, setting the legal age at 21. This reflects a broader societal understanding that not all adult decisions should be made at the earliest legal threshold of adulthood.
The adult film industry has, for years, marketed and promoted content that emphasizes performers who are 18 or 19 years old, often using “teen” labeling that blurs ethical boundaries and contributes to troubling cultural perceptions. While these individuals are legally adults, the targeting and normalization of such young participants raises serious concerns about exploitation, long-term psychological impact, and societal messaging.
We believe that participation in adult film production is a significant, life-altering decision with potential long-term consequences for mental health, reputation, and future opportunities. As such, it should be treated with the same level of caution and maturity required for other regulated adult behaviors.
We therefore propose the following:
Raise the federal minimum age for participation in pornographic film production from 18 to 21.
Prohibit the marketing or categorization of adult content that emphasizes performers as “teen” or implies near-minor status.
Strengthen enforcement and verification processes to ensure compliance across all adult content platforms.
This change would align legal standards with existing age restrictions for other high-impact decisions and send a clear message that society values the protection and well-being of young adults during a critical stage of development.
