Petition to Preserve the Autonomy of the Institute for Peace and Security Studies (IPSS)

The Issue

Background

The Ethiopian government has committed to granting autonomy to Addis Ababa University (AAU) within two years, an initiative that is already being rapidly implemented.  However, several key milestones have been overlooked in this process, which could potentially undermine the positive outcome of this goal. This petition outlines these concerns by advocating for the preserving of the status of the IPSS as an ‘Institute’ and advocates for a more open, participatory, and evidence approach to ensure a robust institutional autonomy in the long term.

The Issue

1. Recognizing Successes: The reform process must acknowledge what is already working within the university. Institutions like the IPSS have been successfully producing quality publications, addressing national needs, forming academic-industry partnerships, and generating funds independently. For example, IPSS has established the TANA FORUM, a continental security dialogue platform, and has been instrumental in policy development through close collaboration with Ethiopian ministerial offices and the African Union.

2. Decentralizing Autonomy: Autonomy should extend to the smallest units within the university, empowering them to practice self-reliance and self-sufficiency. The current bureaucratic structure, which discourages applying for funding due to its cumbersome processes, needs reform. Efficient grant and resource management systems should allow staff to compete internationally and generate sufficient funds for research and salaries. The new proposed structure, laden with multiple layers of decision-makers, risks stifling the productivity of institutes like IPSS by burying them under excessive bureaucracy and splitting their functions.

3. Integrating Research and Teaching: The reform must recognize the interdependence of research and teaching. Separating teaching departments from research institutes is counterproductive. Research should inform teaching and vice versa, empowering early career researchers and fostering mentorship. Current legislation that restricts research institutions from teaching is illogical and hinders the development of a holistic academic environment.

4. Protecting Brands and Partnerships: Institutions like IPSS have built strong brands and partnerships over the years, which would be detrimental to dismantle. The IPSS brand is recognized for its significant contributions at both national and continental levels, with alumni in key positions across Africa. Learning from global examples, IPSS should also retain its brand and autonomy to continue its impactful work.

We, the undersigned alumni, staff, and friends of IPSS, urgently call on Addis Ababa University board to:

· Recognize and nurture the successes of existing institutions like IPSS.

· Ensure the decentralization of autonomy to empower smaller units within the university.

· Integrate research and teaching functions to foster a comprehensive academic environment.

· Protect and promote established brands and partnerships to maintain the institute's impact and legacy.

By addressing these concerns, we believe that AAU can achieve meaningful autonomy that enhances its overall effectiveness and contribution to national and continental development.
