Petition to preserve Gillman Barracks and surrounding Hill Forest
The Issue
**2026 Update - Gov environmental study that is expected to be released in first half of 2026. Please keep a look out! Once the report is published, there will be a short window for public feedback via a link.
**2025 Update - we are in contact with MND Ministry of National Development that oversees this plan. **Additional Update - we attended a closed-door meeting hosted by URA and HDB officers overseeing the Gillman Barracks redevelopment plans. Our feedbacks were acknowledged.
Petition to preserve Gillman Barracks and surrounding Hill Forest. Great Southern Waterfront project is just 1km away. It is important to assess how a completed GSW affects the community and environment before making further changes. Hence the proposed new housing plan is a potential over-development.
How this petition started: A resident's letter was first published in Straits Times Forum on 15 March 2024 . URA then contacted the writer of the letter to hear the voice of the residents and general public.
Do support and share this petition if you believe in preserving such spaces for current residents as well as future generations who will call Singapore home.
Here are 5 reasons:
Reason #1 - Large amount of new housing is in the pipeline for the Greater Southern Waterfront just 1 km away from Gillman. According to URA the old Keppel Club site alone will provide 9,000 new housing. This excludes even more GSW land areas that have been designated for residential use. The official GSW masterplan spans 30km of Singapore's coastline.
Reason #2 - A government rejuvenation project is already underway. $2 Million spent. In 2022, the SLA Singapore Land Authority made an announcement that Gillman Barracks will be changed to a lifestyle enclave that benefits existing communities as well as the future residents of the Greater Southern Waterfront:
“Through the rejuvenation plans, Gillman Barracks will be transformed into a vibrant creative lifestyle enclave. Families, cyclists, hikers, arts enthusiasts, nature lovers, as well as the working community and residents in Alexandra and Telok Blangah, and future residents at the earlier announced Greater Southern Waterfront, can look forward to experience varied offerings throughout the day. There will be something for everyone.”
Reason #3 - Gillman Barracks and the surrounding Hill Forest is a much needed respite in high-rise Singapore. My family, our neighbours and the office workers in the nearby business park enjoy frequenting the F&B establishments in Gillman Barracks while taking in the surrounding greenery (hill forest with a flowing stream and diverse birdlife). With existing public transportation access nearby, this enclave is conveniently accessible too.
New restaurant and lifestyle businesses were set up here in 2023 that embraces tropical living. There is live music on Fridays and Saturdays. We casually spoke with business tenants and they share the same sentiments, lamenting the loss of Gillman Barracks when their lease expires.
Reason #4 - Sports for an active and healthier SG: Telok Blangah Archery Club under the Telok Blangah CC is a vibrant amateur sports club and possible because of the archery field located here. The proposed housing development would remove such sport options. The Academy of Singapore Teachers nearby also benefits from a running track that could be preserved as part of the lifestyle enclave.
Reason #5 - The historical value of this land parcel pre-dates the British era. An archived historical map of Singapore depicts minor archaeological ruins in the hill forest next to Gillman Barracks.

Isn't it better to continue the 2022 plan ($2 Million already spent) that preserves Gillman Barracks and the surrounding Hill Forest? We say YES and that it would be wiser and more responsible too.
