Petition to PM Terrence Drew and Premier Mark Brantley: Halt the SSZ Project

The Issue

To: The Right Honourable Dr. Terrance Drew, Prime Minister of St.Kitts and Nevis, and The Honourable Mark Brantley, Premier of Nevis

We, the undersigned citizens, residents, and stakeholders of Saint Kitts and Nevis, hereby express our profound concern and vehement opposition to the Special Sustainability Zone (SSZ) Act and the proposed "Destiny" project in its current form.

We believe that this legislation and the associated development, while promising economic benefits, pose an existential threat to our national sovereignty, democratic governance, environmental heritage, societal demographics, and the very fabric of our society. We demand immediate action to halt all progress on the SSZ and the Destiny project until the following conditions are met:

1. A Comprehensive, Independent, and Transparent Impact Assessment:·

  • Conduct a full, independent Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) with the findings made publicly available.
  • The assessment must rigorously evaluate the project's effects on our water resources, coastline, biodiversity, and infrastructure.

2. A Full and Un-redacted Public Disclosure:·

  • Publish the complete and un-redacted SSZ Act and all associated agreements with the "Destiny" developers for public scrutiny.
  •  Disclose the full identities and backgrounds of all primary investors and their ultimate beneficial owners.

3. A Genuine and Inclusive National Dialogue:·

  • Hold a series of official, independently-moderated town hall meetings across both islands to present the plans and receive public feedback.
  • Ensure this process is conducted before any further approvals are granted, not as a mere formality afterward.

4. A Guarantee of National Sovereignty and Land Rights:

  • Provide ironclad, legal assurances that the SSZ will not create an autonomous entity with its own legal system, and that the constitution and laws of Saint Kitts and Nevis will remain paramount throughout the islands.
  • Publicly renounce the use of compulsory land acquisition for this project and guarantee the property rights of all local landowners.

Our Core Concerns:

  • Erosion of Sovereignty: The SSZ Act appears to grant unprecedented powers to a private developer, effectively creating a "state within a state" and undermining our democratic institutions and national sovereignty.
  •  Lack of Transparency: The process has been marked by secrecy, with the legislation passed without adequate public consultation or disclosure of the full terms, leading to widespread mistrust.
  • Irreversible Social and Demographic Change: The influx of a large number of new residents risks displacing native Kittitians and Nevisians, fundamentally altering our culture and social structure, and potentially making us minorities on our own island.
  • Environmental Risk: A project of this scale threatens our fragile ecosystems, water supply, and coastal areas, with potential consequences for fisheries, agriculture, and tourism.
  • Threat to Land Rights: We stand firmly against any forced acquisition of ancestral lands from our citizens for the benefit of a private, foreign-led development. This project is too consequential to be rushed. The future of our nation is not for sale.

We call upon our elected leaders to listen to the people they represent, uphold the principles of transparent democracy, and protect the heritage of our islands for generations to come. We demand that you HALT, REVIEW, and CONSULT.
