Petition to Permit the Responsible Keeping of Backyard Hens in Dover Township
The Issue
To: Dover Township Board of Supervisors
We, the undersigned residents of Dover Township, respectfully petition the Board to amend current zoning ordinances to allow for the responsible keeping of a limited number of backyard hens on residential properties.
Specifically, we propose permitting up to four (4) hens per one-quarter (¼) acre, with a maximum of twelve (12) hens per property, regardless of parcel size. Roosters would remain prohibited to minimize noise concerns and preserve neighborhood peace. Additionally, all hens would be required to be housed in secure, well-maintained coops and enclosures, with appropriate setbacks from neighboring properties.
Purpose and Rationale:
Allowing residents to keep a small number of backyard hens offers a range of benefits to the community, including:
• Sustainable Food Source: Hens provide fresh, local eggs and promote food independence.
• Educational Opportunities: Raising hens teaches responsibility and fosters awareness of agriculture and sustainability, especially among children.
• Natural Pest Control: Hens contribute to backyard ecosystems by reducing pests such as ticks and insects.
• Proven Success: Many municipalities of similar size and character already permit backyard hens under similar guidelines with minimal issues.
We believe this proposal balances the desires of residents with the need to maintain neighborhood harmony and public health standards. Reasonable regulation will ensure that backyard poultry keeping is practiced safely, cleanly, and respectfully.
We urge the Dover Township Board of Supervisors to consider drafting and enacting an ordinance that reflects the evolving interests of its residents and supports environmentally responsible, community-oriented living.
