Petition to Pause and Re-Evaluate the Closure of C. T. Eddins, Wolford, and McNeil

Petition to Pause and Re-Evaluate the Closure of C. T. Eddins, Wolford, and McNeil
The Issue
Why We Are Petitioning MISD to Pause the Closure of Eddins, Wolford & McNeil:
On November 5, 2025, the MISD Board voted to repurpose C. T. Eddins, Wolford, and McNeil Elementary Schools based on recommendations from the Educational Facilities Alignment Committee (EFAC).
We, the parents and community members of McKinney ISD, are requesting a pause and re-evaluation of this decision due to inconsistencies in the district’s own data.
---
1. UTILIZATION & COST PER STUDENT DO NOT SUPPORT CLOSING THESE CAMPUSES
According to EFAC’s official data:
Bennett, Wilmeth, and several other campuses have similar or lower utilization than Eddins and Wolford.
Cost per student for Eddins and Wolford is mid-range, not among the highest.
McNeil’s cost per student is high, but several higher-cost / lower-utilization schools will remain open.
This means underutilization and financial efficiency cannot be the reason these three campuses were selected.
---
2. EDDINS & WOLFORD HAVE TOP-TIER FACILITY SCORES
EFAC’s Facility Assessment (FAC) ratings show:
Eddins – 8.09
Wolford – 8.07
Both score higher than Bennett, Wilmeth, Slaughter, and others that will remain open.
Facility condition does not support closing these campuses.
---
3. ENROLLMENT DECLINE IS DISTRICT-WIDE, NOT UNIQUE TO THESE SCHOOLS
MISD’s own charts show many elementary schools with equal or greater enrollment declines since 2019.
Targeting only these three schools does not align with the district-wide nature of the decline.
---
4. THESE ARE TWO OF THE HIGHEST-PERFORMING SCHOOLS IN MISD
Eddins – A-rated
Wolford – A-rated
MISD overall – B-rated
Closing two A-rated schools while keeping lower-performing campuses open does not align with MISD’s goal to “focus on student outcomes.”
---
5. RECEIVING SCHOOLS MAY BE PUSHED ABOVE CAPACITY
Based on the district’s own attendance boundary maps:
Eddins students will be split between Bennett and Wilmeth.
Bennett is roughly 53% utilized, but Wilmeth is projected to approach or exceed design capacity under new zoning.
This contradicts MISD’s Board Resolution requiring balanced utilization and room for future growth.
---
OUR REQUEST:
We respectfully ask the MISD Board of Trustees to:
1. Pause implementation of the closure decision.
2. Re-evaluate the data using classroom-level capacity, real projections, and transparent comparisons across all schools.
3. Include academic performance and facility condition as factors in closure decisions.
4. Release projected utilization numbers for all receiving schools under the new zones.
5. Reconsider which schools, if any, should be repurposed based on accurate, consistent data.
---
WHY THIS MATTERS:
Neighborhood schools like Eddins, Wolford, and McNeil are stable, successful, and deeply connected to their communities.
We support financial responsibility — but decisions of this magnitude must be based on accurate, transparent, and consistent information.
