Petition to Oppose the North Beach Historic District Legislation

The Issue

We, the undersigned, strongly oppose the proposed legislation to designate San Francisco’s North Beach neighborhood as a historic district.

While honoring North Beach's unique history is important, this legislation would impose restrictive building and planning codes that make it extremely difficult — and expensive — for property owners, tenants, and small businesses to make even basic improvements or repairs. Historic designation adds layers of red tape, requiring special permits, reviews, and approvals that can delay or derail necessary projects.

In addition, property owners could face significant increases in insurance premiums due to the elevated risks and mandated preservation standards associated with historic properties. In some cases, coverage may become harder or impossible to obtain altogether, putting more financial pressure on already stretched residents and landlords.

Worse, the designation will severely limit the potential for new housing in an area that desperately needs it. With San Francisco’s ongoing affordability crisis, we cannot afford to lock away well-located neighborhoods like North Beach under a preservationist freeze. This policy will only drive up housing costs, reduce flexibility for adaptive reuse, and further limit opportunities for renters, workers, and families to live in this community.

North Beach is a living, evolving neighborhood, not a museum. We urge the city and county of San Francisco and the state of California to reject this proposal and work instead on policies that protect the neighborhood’s character without punishing the people who live and work here today.

Let’s keep North Beach accessible, inclusive, and alive.
