Petition to Oppose the Galle Port Development Project
To: The Government of Sri Lanka, Sri Lanka Ports Authority (SLPA), Coast Conservation and Coastal Resources Management Department (CCCRMD), and Relevant Authorities
Subject: Opposition to the Proposed Galle Port Development Project
We, the undersigned, including surfers, tourists, local business owners, environmentalists, and residents of Galle and its surrounding areas, urgently call for a halt to the Galle Port Development Project.
The proposal to reclaim 45 hectares of land in the Bay of Galle threatens the ecological balance, local livelihoods, and cultural heritage of Dewata Beach and the surrounding areas. While we understand the need for development, we believe this project’s environmental, social, and economic costs far outweigh its proposed benefits.
Key Concerns and Reasons for Opposition:
- Destruction of Dewata Beach and Surfing Opportunities
-Dewata Beach is a globally recognized surfing destination, attracting tourists and surfers all year round.
-The proposed offshore breakwaters and reclamation will eliminate the natural wave patterns, making surfing impossible
-This will lead to the collapse of local surf schools, businesses, and the tourism-dependent economy in the area. - Irreversible Environmental Impact
-The reclamation process involves massive sand dredging, which will disrupt marine ecosystems and biodiversity.
-Unawatuna surf brake already destroyed, due to hotel construction.
-Coral reefs, a critical component of marine life in the area, are at risk of being damaged or destroyed.
-The environmental impact mitigation measures proposed in the Environmental Impact Assessment (EIA) are insufficient and lack clarity on long-term monitoring and enforcement. - Loss of Livelihoods
-Local businesses, including restaurants, guesthouses, and surf schools, rely on Dewata Beach for their operations.
-The loss of the beach and its ecosystem will directly impact thousands of families dependent on tourism.
-Fisherfolk will also face challenges due to changes in marine conditions and loss of access to traditional fishing grounds. - Impact on Community and Cultural Heritage
-Dewata Beach and the Bay of Galle are integral to the community’s identity and cultural heritage.
-The construction of breakwaters and a cruise terminal will alter the character of the area, prioritizing large-scale tourism over local needs and traditions. - Questionable Economic Viability
-The economic benefits of the project appear skewed towards large investors and developers, with minimal gains for the local community.
-The potential loss of eco-tourism, which is sustainable and community-driven, undermines long-term economic resilience.
Our Demands:
- Halt the Project Immediately
-Suspend all activities related to the Galle Port Development Project until further public consultations and comprehensive reviews are conducted. - Conduct a Transparent Public Consultation
-Involve local stakeholders, including community members, environmental experts, and businesses, in decision-making processes. - Reassess the Environmental Impact Assessment (EIA)
-Ensure an independent review of the EIA to address the gaps in proposed mitigation measures and provide more robust solutions. - Prioritize Sustainable Alternatives
-Explore sustainable development options that benefit both the local community and the environment, such as promoting eco-tourism and enhancing the existing infrastructure without reclaiming land.
Why This Matters:
Dewata Beach and the Bay of Galle are not just natural assets; they represent livelihoods, memories, and futures for thousands of people. Destroying them in the name of development is a short-sighted solution that will have long-term consequences for Galle’s identity and prosperity.
