Petition to Modernize Key West Street Performer Regulations

The Issue

To: Key West City Commission Re: Modernize Key West's Street Performer Rules — Allow Limited Amplification on Duval Street

Key West's street performance culture is part of what makes this island unlike anywhere else in the world. The musicians, the artists, the unexpected moments of joy on Duval Street — locals are proud of it and visitors never forget it.

I'm Dallas, a Stock Island resident and permitted street performer who plays drums from my van under the name DJ Dallas Wonderland. I love this community and want to keep contributing to its culture in a way that works for everyone.

Right now, Chapter 6 of the Key West Code of Ordinances contains a flat ban on all amplification for permitted street performers — no decibel limits, no exceptions. Performers using electronic drums, keyboards, or small backing tracks can't legally share the full context of their art, even at volumes that disturb no one.

Many cities have found a better balance — allowing limited amplification subject to specific decibel limits and time restrictions. Key West can too.

We're asking the City Commission to: Amend Chapter 6 to allow permitted street performers to use limited amplification subject to reasonable decibel limits, time and place restrictions, and existing permit conditions — while keeping full enforcement authority over anyone who exceeds those limits.

This change would:

Preserve and enhance Key West's world-famous street culture
Allow performers to share their art fully and authentically
Support local performers who contribute to the tourism economy
Have zero impact on anyone who stays within noise limits — because Chapter 26 enforcement already exists
This isn't about making Duval Street louder. It's about making it better.
