Merge North and South Dakota so we can add Puerto Rico without changing the flag

The Issue

In a recent Puerto Rican referendum, 97%of those who voted voted in favor of statehood. This signals that the territory wants statehood; however, it is very unlikely to get it due to the fact that adding a 51st state would require changing the American flag. This issue could easily be resolved by merging the states of North and South Dakota into just one state: Dakota. It is clear that Puerto Rico is more deserving of representation as it has a population of over 3.4 million, while the combined population of the Dakotas barely reaches 1.5 million. With this compromise, the citizens of America will receive more proportional representation in the Senate, and create a more just society.
