Petition to Make Campeau Drive between March Road and Terry Fox Safe for ALL Users
The Issue
This section of Campeau Drive is unsafe to walk, cycle or drive on, and this lack of safety will only increase, for the following reasons:
- It is the main – and sometimes the only – access road for residents living on or near Campeau Drive to access Earl of March High School, the Kanata-Beaverbrook Public Library, the services at the Mlacak Centre (seniors’ centre, skating arena, meeting rooms, etc.), the playing fields and parkland in that area, retail establishments, the post office, and bus stops.
- Much of the housing adjacent to this section of road is geared to seniors -- bungalows, long-term care homes, and apartments facilitating independent living. Many houses and apartments back onto/face onto Campeau Drive.
- Over 2,000 more residential units are planned for this section of Kanata, in addition to the existing 4,000 (approximately) homes, including many homes for young families.
- Cycling lanes are inconsistent and discontinuous, especially at intersections, making it unsafe for both cyclists and motorists.
- The often narrow pedestrian paths are also unsafe because many cyclists use them instead of the unsafe cycling lanes, Cyclists often ride in either direction on a given path, making it even more dangerous.
- Many pedestrians are older, often with mobility issues and difficulty dealing with passing cyclists.
- The current 60 km/h speed limit for Campeau Drive is often exceeded, especially at night.
- The 1.5-km section of Campeau Drive between Kanata Avenue and Knudson Drive has no fully signed intersections to make it safe to cross – and yet there are numerous bus stops and access roads and driveways on that stretch. This results in people taking risks in attempting to cross, especially when the traffic is heavy.
- The City of Ottawa's Official Plan, states that 15-minute neighbourhoods are a fundamental element. Although many public and commercial services are situated on or near Campeau Drive, within easy walking or biking distance for residents, the dangerous active transportation infrastructure currently in place prevents this happening.
- The City of Ottawa’s long-range Transportation Master Plan envisions expanding the current two lanes of Campeau Drive to four lanes, which would drastically worsen the current safety risks for all users, not to mention the resulting additional air pollution risks for nearby residents from having even more vehicles on the road. This will make Campeau Drive into a barrier, rather than a readily accessible road, and will force residents, especially those who can’t drive, to be prisoners in their homes, unwilling to access the nearby services.
If Ottawa City Council values the safety, health and quality of life of its constituents, it will be clear that these changes need to be made a priority, especially before the increased population density in this section of Kanata North results in a crisis situation.
We the undersigned therefore request that the City of Ottawa:
- amend the long-range Transportation Master Plan to keep the current two lanes for motorized vehicles for Campeau Drive, only including turning lanes where needed,
- reduce the current speed limit to 50 km/h on Campeau Drive between March Road and Terry Fox Drive,
- reconfigure the current active transportation infrastructure to make it consistent for all users from one end to the other, with separate cycling lanes and separate pedestrian paths, including safe intersection crossings so that all users, regardless of their mode of transportation, are clearly visible to one another,
- Provide additional safe signalized crossings at every access road and bicycle path on Campeau Drive between Knudson Drive and Kanata Avenue, and
- Provide readily available education to motorists, cyclists and pedestrians on the need to be aware of their surroundings and follow the rules of the road, and on the need to be visible/audible, predictable and respectful vis-à-vis other road/lane/path users.
