Petition to Maintain James C. Neill Zoning for All of Harvest Green or Build the new ES 55

The Issue

Dear Fort Bend ISD Board of Trustees,

We, the homeowners and residents of Harvest Green, strongly oppose potential rezoning plans that may reassign half of our neighborhood (Homes East of Harlem Road) to Pecan Grove Elementary School, an aging school outside our master-planned community.

When we purchased our homes, we did so under the expectation—based on FBISD’s plans and the passage of the 2023 bond measure—that our children would attend either the ES 55 (which has since been canceled) or James C. Neill Elementary School within our community.  The current cap and overflow is a concern since it could become a permanent scenario. This potential rezoning would disrupt our expectation and negatively impacts our families in multiple ways:

(1) Educational Quality: The current cap and overflow places children in a school with a different academic profile and resources compared to the school within Harvest Green, potentially affecting the education experience we anticipated for our children based on community planning. 

(2) Property Values: Our home values are at risk due to the discrepancy between our higher property tax contributions and school assignments.

(3) Broken Commitments: Many families built or purchased homes here based on promises made by both FBISD and the developer. 

(4) Community Integration: This potential rezoning plan will disrupt community integration and prevents all Harvest Green residents from attending the same school (i.e. for reference other master planned communities children all attend schools within the same community)

(5) Proximity: The current cap and overflow places children at a school that is out of the way and not close to their residence, especially when compared to other elementary schools. It will cause longer commute times for parent and grandparent drop-offs when there are other schools far closer in proximity. 

This petition is consistent with the district’s boundary criteria of keeping communities together when feasible, prioritizing proximity, and minimizing disruption.


We respectfully request that the Fort Bend ISD Board of Trustees & FBISD Boundary Planning Committee consider the above when finalizing a permanent rezoning decision in March 2026, and choose to allow our children (residents East of Harlem) to attend James C. Neill Elementary School within our master-planned community, Harvest Green.
