Petition to Keep Bailey ES Neighborhoods with Coffman High School
The Issue
We, the undersigned, strongly oppose any redistricting plan (Maps II or III or any other combination) that would fragment Bailey ES neighborhoods and reassign Bailey ES families from Dublin Coffman to Dublin Scioto. This includes those in Brandon, Bristol Commons, Woods of Dublin, Amberleigh, Donegal Cliffs, River Forest, Killilea, Coventry Woods, Woods of Indian Run, Wellington Place, Wellington Reserve, and any other surrounding Bailey ES assigned neighborhoods.
This change would split our community, sever K–8 peer groups, erase years of friendships, and create unnecessary traffic, safety, and social challenges. Bailey is a walkable, established Coffman community, and it must remain with Coffman. We the undersigned will not go quietly and will be heard.
Why this matters:
Community Disruption: Bailey students spend K–8 with Coffman/Jerome peers. Forcing them to switch to Scioto peers at the 9-12 HS level, who they spent no time with in the K-8 years, creates a 95%+ new peer group for this cutout. This creates a unique three peer group transition for Bailey families in Maps II or III—distinct peer groups in K-5, 6-8, and 9-12—setting Bailey apart from other neighborhoods, none of which face this triple transition. This would erase years of friendships, activities, and community ties unlike any other areas being redistrict.
Feeder Continuity: Both Maps II and III are 3 way splits for HS and are not acceptable. Additionally, there is virtually no overlap between Bailey’s K–8 peer group and Scioto’s ES Feeders, creating unnecessary social and mental health challenges. Unlike the inside 270 neighborhoods who have natural social overlap during their K-8 years with Scioto Peers, moving Bailey families to Scioto is egregious as they have no natural overlap with those peers in or out of school. And the board did not present a single option where Jerome kids moved from Jerome to Scioto, so why would they expect this area of kids to shoulder that burden and basically be Jerome to Scioto kids. This will not be accepted.
Proximity & Walkability: Bailey is uniquely walkable/bikeable to Coffman. Forcing a driving commute is unsafe, inefficient, and inequitable. Dublin Road/Emerald Pkwy receiving additional congestion from both North and South neighborhoods is not sustainable.
Traffic & Safety: Families with siblings at Grizzell and Scioto would face doubled or tripled commute times, worsening congestion at the Emerald Bridge and Dublin Road. Again, Dublin Road/Emerald Pkwy receiving additional congestion from both North and South neighborhoods is not sustainable.
Enrollment & Equity: Coffman is not projected to exceed 79% capacity in 10 years — there is no justification for removing Bailey students from Coffman. Meanwhile, Jerome’s growth drives this redistricting, yet Jerome neighborhoods are shielded from Scioto reassignments and not even considered in any options. Why is this so?
Selective Targeting: If socioeconomic balancing were the true goal, higher-income Union County neighborhoods at Jerome would be considered for Scioto as they can be easily accessed via Glick Road and Home Road. They are not. Bailey families should not be unfairly singled out. They should remain district to Coffman High School.
Our position is clear: Maps II & III or any other map that would move Bailey Elementary families to Dublin Scioto are unacceptable and should be discarded.
We call on the Dublin School Board to immediately remove Bailey neighborhoods from consideration for reassignment to Scioto and adopt a redistricting plan that keeps Bailey ES communities at Dublin Coffman.
