Petition to Investigate and Terminate the Contract Between Worcester Housing Authority and Boulevard Towing

To: The Worcester Housing Authority (WHA) Great Brook Valley

We, the undersigned residents, visitors, and community members of Great Brook Valley, respectfully call for an immediate investigation and termination of the contract between WHA and Boulevard Towing due to the ongoing pattern of predatory and harmful towing practices.

Many residents and visitors have experienced:

• Illegal or unjustified towing of vehicles, including instances where there was no posted signage or proper notice.

• Financial hardship caused by excessive fees and cash-only payment requirements.

• Disproportionate targeting of vulnerable individuals, such as seniors, non-English speakers, and those with limited understanding of parking regulations.

• A lack of accountability and transparency from the towing company in addressing complaints or providing evidence for their actions.

These practices have created undue stress and financial burdens for members of our community, many of whom are already struggling to make ends meet.

We demand the following actions:

1. Immediate termination of the contract between WHA and Boulevard Towing.

2. A thorough investigation into all towing incidents involving Boulevard Towing within Great Brook Valley.

3. The implementation of clear and accessible signage across all WHA properties to ensure residents and visitors understand parking rules.

4. A requirement that any future towing company employed by WHA must follow fair and ethical practices, including providing clear proof of violations before towing a vehicle.

5. Reimbursement for residents and visitors who have been wrongfully towed or overcharged.

By signing this petition, we stand united in seeking justice and fair treatment for all members of the Great Brook Valley community. We urge the Worcester Housing Authority to take swift and decisive action to protect its residents and visitors from further harm.
