Petition to Green Bay City Council about FLOCK camera installation and contract renewal
The Issue
FLOCK (ALPR) cameras scan every passing license plate, log the time, date, location, direction and visual characteristics, and send that info to law enforcement. Over time, they build a detailed profile of your vehicle’s movements using an AI (artificial intelligence)—where you go, when, and how often.
Even if you’re not suspected of a crime, this data is still collected and stored by a 3rd party called Flock Safety. That means anyone driving through these areas—residents, commuters, visitors—is being tracked without their knowledge or consent.
The U.S. Supreme Court ruled in Carpenter v. United States that law enforcement cannot track a person’s movements over time without a warrant, because it violates the Fourth Amendment. These cameras function similarly—gathering detailed location data on all of us day and night, without due process.
This is happening right here in Green Bay, and most people haven’t had a chance to weigh in. That’s why I’ve started a petition to personally appeal to City Council asking to pause the installation and renewal of the leases for these cameras and hold a public hearing before this expands further.
Even if you don’t live in Green Bay, if you pass through—even occasionally—your movements are still being tracked. This affects all of us.

Yes these can be used for good, but like anything, there has to be rules for how they need to be managed. (These points should be the bare minimum, there really should be a vote to have them removed.)
The best scenario for the ethical use of these cameras is:
• Limit the database. Have them linked to only one city or police district to limit the accessibility, overreaching and profiling dangers. Any information exchanged between districts must go through proper channels and approval/emergency systems.
• Fast deletion. Images of innocent people or not "hot list" plates should be erased within minutes - not 30 days, like it is now. There is no good reason to track innocent people.
• Third party entities must be transparent on how secure and encrypted this sensitive data is and be subjected to frequent audits. Flock Safety Inc (and other corporations like it) is a for profit corporation, they'll want to do anything possible to make money and increase stock values.
Is Flock going stop protecting your privacy if they can sell data of thousands if not millions of people?
This digital world of ours has too much data to exploit already. There's no sense in letting anymore slip away.
