We, the undersigned Canadian citizens, call on the Government of Canada to formally designate the United States Republican Party as a terrorist entity. The party’s actions, rhetoric, and policies have fostered violence, disinformation, and destabilization both within the United States and beyond. Under its current leadership, the Republican Party has threatened Canada’s sovereignty, economy, and security, aligning itself with principles and behaviours consistent with terrorist organizations.

Who is Impacted?

Canadians are directly affected by the Republican Party’s radicalization and increasing hostility towards our nation. Republican leaders and policymakers have openly threatened Canada with economic warfare, including unjustified tariffs on key industries like aluminum, steel, and agriculture. The Republican Party’s platform has also included imperialist ambitions, with members advocating for policies that would interfere with Canadian sovereignty.

Additionally, the rise of far-right extremism in the U.S.—encouraged and legitimized by Republican rhetoric—has emboldened similar movements in Canada, putting our own democracy at risk. Canadian extremists have increasingly collaborated with American groups, including participation in the January 6th insurrection and cross-border funding for right-wing extremist movements, such as the Freedom Convoy, which paralyzed Ottawa in early 2022.

The spread of disinformation from U.S. Republican-aligned media outlets has also poisoned Canadian discourse, fueling conspiracy theories and undermining trust in Canadian institutions. Canadian officials, journalists, and healthcare workers have faced harassment and death threats, mirroring trends seen in the U.S.

What is at Stake?

If the Republican Party is allowed to continue down this dangerous path unchecked, Canada faces serious risks:

1. Economic Harm: Continued threats of tariffs and trade wars would destabilize Canadian industries and jobs.
2. Political Destabilization: Far-right extremism, inspired by Republican policies, could further infiltrate Canadian politics, threatening democratic values.
3. National Security Threats: The Republican Party’s increasing hostility towards Canada could lead to aggressive policies, intelligence breaches, or even territorial threats.

Following the 2024 U.S. Presidential election, the Republican leaders vowed drastic authoritarian measures that will impact Canada, from trade blockades to attacks on global alliances like NATO. With a Republican administration in power, Canada will face economic and political coercion.

Furthermore, Republican-aligned extremist movements are gaining traction in Canada, influencing politicians and threatening social stability. By acting now, Canada can prevent further infiltration of far-right radicalization, protect our democratic institutions, and shield our economy from reckless Republican policies.

Under Canadian law, a terrorist activity is defined as an act committed for a political, religious, or ideological purpose that:

• Causes death or serious harm to civilians,
• Endangers lives,
• Causes serious risk to health or safety,
• Damages property to disrupt essential services or national security.

The Republican Party has engaged in or supported actions that meet these criteria for terrorist activity, including:

1. Inciting and Committing Political Violence

• The January 6th, 2021, Attack on the U.S. Capitol: Republican Party officials, lawmakers, and supporters incited, participated in, and later defended a violent insurrection against the U.S. government. The attack led to multiple deaths, injuries to over 140 police officers, and a direct assault on democratic institutions. This event was a deliberate attempt to overturn a legitimate election through violence, an act that directly endangered lives and caused serious harm to civilians—hallmarks of terrorist activity.
• Ongoing Political Assassination Threats and Attacks: Republican-aligned extremists have repeatedly targeted political opponents, including an attempted attack on the family of then-House Speaker Nancy Pelosi, which resulted in the brutal assault of her husband, Paul Pelosi. Elected officials, journalists, and civil servants continue to receive death threats and intimidation campaigns from Republican-aligned groups.

2. Systematic Endangerment of Public Health and Safety

• The Criminalization of Abortion and Attacks on Reproductive Rights: Republican-controlled states have banned or severely restricted abortion, often without exceptions for rape or life-threatening conditions. This has directly caused the deaths of pregnant individuals denied medical care and increased the risks of unsafe, illegal procedures. Medical professionals have been threatened, harassed, and even physically attacked for providing reproductive healthcare, creating an environment of fear and violence that aligns with terrorism’s goal of coercing behavior through intimidation.
• Disinformation and Public Health Sabotage: Republican leaders and media figures have promoted anti-vaccine and anti-mask propaganda, resulting in preventable COVID-19 deaths and overwhelming healthcare systems. Their deliberate spread of medical misinformation has directly endangered lives and created serious risks to health and safety, meeting the definition of terrorism under Canadian law.

3. Undermining Government Institutions and National Security

• Republican Sabotage of Intelligence and Security Agencies: Republican actors have undertaken systematic efforts to weaken and politicize U.S. security institutions, including the FBI, CIA, and USAID.
  • Undermining the FBI: Republican lawmakers have repeatedly defended and protected domestic terrorist groups while attacking federal law enforcement agencies investigating far-right extremists. Calls to "defund the FBI" following lawful investigations into Republican-linked criminal activities have severely weakened national security enforcement.
  • Politicization of the CIA and USAID: Republican officials have interfered with foreign aid and intelligence operations, redirecting resources toward ideological objectives while suppressing programs that promote democracy abroad. These actions have jeopardized international stability and weakened diplomatic efforts.
• Support for Authoritarianism and Foreign Interference: Republican leaders have openly aligned with autocratic regimes and interfered with foreign elections while attempting to delegitimize U.S. and Canadian democratic processes. Their cooperation with hostile foreign actors, including attacks on NATO and alliances with anti-democratic regimes, endangers global and Canadian security.

4. Economic Sabotage and Coercion Through Political Means

• Weaponizing Economic Policies Against Canada: Republican-led trade policies have deliberately targeted and harmed Canadian industries, imposing unjustified tariffs and threatening economic warfare. These actions aim to coerce Canada into compliance with Republican economic and political goals, a tactic frequently used by terrorist organizations to exert power.
• Deliberate Disruption of Essential Services: Republican-backed labor laws and corporate policies have contributed to supply chain disruptions, environmental destruction, and economic instability, affecting millions of people. 5. Support for and Encouragement of Far-Right Domestic Terrorism

• Ties to White Supremacist and Far-Right Extremist Groups: The Republican Party has cultivated relationships with armed militias, white nationalist organizations, and domestic terrorist groups, including:
  • The Proud Boys and Oath Keepers, both designated as terrorist groups in Canada, were heavily involved in the January 6th insurrection. Republican lawmakers have defended, funded, and associated with these groups.
  • The Freedom Convoy Movement in Canada, which was partially funded and organized by Republican-aligned groups in the U.S., paralyzed Ottawa for weeks, endangering Canadian citizens and attempting to coerce political change through disruption and intimidation.
  • The Ku Klux Klan (KKK) and other hate groups continue to receive implicit or explicit support from Republican lawmakers through policy stances and refusal to condemn their actions.

6. Spreading Disinformation and Encouraging Radicalization

• Use of Threats and Fear to Control the Population: Many Republican-led states have passed laws criminalizing protest, restricting press freedoms, and suppressing voter rights—all hallmarks of authoritarian regimes. Their goal is to intimidate and control populations through fear, a central strategy of terrorism.
