Petition to Demand Action Regarding Off-Leash Dogs at 4512 Gra Mar Dr

The Issue

We, the undersigned residents and concerned community members, urgently call upon the appropriate authorities to take immediate action regarding the ongoing and dangerous situation at 4512 Gra Mar Dr. For several years, the residents of this property have allowed their four dogs to roam freely off-leash, creating a persistent and hazardous environment for our neighborhood.

These dogs have repeatedly charged, bitten, and terrorized neighbors, including children and pets, due to the owners' negligence. Despite multiple incidents and ongoing concerns, no sufficient action has been taken to prevent further harm. This blatant disregard for public safety must be addressed before another preventable tragedy occurs.

The owners of the property are in clear violation of the following Metro Nashville Ordinances:

8.04.120 Animals at Large

  • Section A: Any animal found running at large may be seized by the proper authorities of the health and police departments of the metropolitan government.
  • Section B: No person owning or having possession, charge, care, custody, or control of any animal shall cause, permit, or allow the animal to stray or in any manner run at large.
  • Section C: Any person owning or having possession, charge, care, custody, or control of any animal which destroys or desecrates public or private property, chases persons, livestock, cars, or other vehicles, or otherwise causes a disturbance while running at large on public or private property shall be deemed to have committed a violation of this chapter.
  • Section D: Every person owning or having possession, charge, care, custody, or control of any animal shall keep such animal exclusively on their own premises unless restrained by or accompanied by the owner and under their physical control.

Penalties for Violation:

  • First Violation: $50 per animal in violation.
  • Second Violation: $50 per animal in violation.
  • Third Violation: $50 per animal in violation, plus a mandatory court order to install fencing.
  • Fourth Violation: $50 per animal in violation, plus verification of secure fencing by the metropolitan health department.
  • Fifth Violation: $50 penalty, and the animal(s) may be seized and impounded by the metropolitan health department.

We demand proactive enforcement of these laws to ensure the safety of our community. Additionally, due to the limited hours available for citizens to report incidents, we urge local authorities to establish a swift response system to address loose dogs in real time. Our goal is not to punish or harm the animals but to hold the owner accountable and ensure the dogs are safely contained at all times.

Every resident has the right to feel safe in their own neighborhood. It is unacceptable for our community to live in fear due to the reckless actions of a single household. We call upon local authorities to take immediate and decisive action to resolve this ongoing issue.
