Petition to Demand a Full Independent Audit of the USPS RRECS System

The Issue

To: United States Congress, the United States Postal Service Office of Inspector General (OIG), and the Postmaster General

 

We, the undersigned citizens, demand a full and transparent independent audit of the USPS Rural Route Evaluation Compensation System (RRECS) that was implemented in 2023.


This system, intended to modernize and standardize how rural carriers are evaluated and compensated, has instead created widespread financial hardship, emotional distress, and operational dysfunction for thousands of dedicated postal workers across the country.

 

The Core Issues:

   •   Untrained Workforce: Despite its complexity, RRECS was launched without providing proper training or support to the very employees expected to operate within it. Carriers were left confused, unsupported, and vulnerable to clerical and technological errors with real financial consequences.

   •   Drastic Pay Cuts: Many rural carriers, who already endure grueling routes and underappreciated labor, saw devastating reductions in pay—some losing thousands annually—due to flawed calculations, incomplete data, and opaque algorithms that do not reflect the reality of their work.

   •   Miscalculated Workloads: Routes are being misclassified, miles are undercounted, and actual labor is ignored. This has led to overloaded schedules and forced unpaid work, contributing to burnout, turnover, and unsafe conditions.

   •   Lack of Oversight: There has been no meaningful oversight or accountability since RRECS was rolled out. USPS leadership continues to ignore widespread concerns, leaving carriers with no recourse.

 

Why This Matters to Everyone:

 

Even if you are not a postal worker, this matters. Our rural carriers are the backbone of reliable mail delivery to America’s heartland. These are the people ensuring seniors get their medication, veterans receive their benefits, and families stay connected—no matter how remote their address.

 

If we allow a broken system like RRECS to destroy the livelihoods of these workers, we all suffer the consequences. Service delays, loss of experienced carriers, and the further erosion of a vital American institution should concern every citizen.

 

Our Demands:


We call for:

    1.    A full independent audit of RRECS by the USPS Office of Inspector General.

    2.    Immediate suspension of the current system until fair, verified compensation models are established.

    3.    Development of a transparent, accurate, and well-tested alternative in consultation with rural carriers.

    4.    Mandatory training for all USPS personnel prior to any future implementation of similar systems.

 

This is not just about paychecks. It’s about fairness, dignity, and accountability.
