The Issue

We, the undersigned, call on Clarion Housing to exercise compassion and fairness by allowing John McDougall to remain in his family home at Coates Road, Elstree, WD6—a home he has lived in and cared for the past 12 years.
John’s connection to Elstree runs deep. His family has lived in the area for over 60 years, and John himself was born and raised here. After securing his own tenancy with Clarion Housing in his early adulthood, John moved back into the family home to care for his father, who was terminally ill. He provided full-time support until his father’s recent passing.
Now, while grieving the loss of his father, John faces eviction—despite this being his home and despite his long-standing ties to the community. The reason? He was not formally listed on the tenancy agreement.
However, Clarion Housing has the discretion under its own policies—and under the Localism Act—to transfer a tenancy to a family member who has been living in the property and providing care. We believe this is a clear case where that discretion should be used.
John and his family are valued members of the Elstree community. Forcing them out of their home at such a vulnerable time is not only unjust—it’s inhumane.
We urge Clarion Housing to:
Recognise John McDougall’s long-term residence and care responsibilities.
Uphold the spirit of their housing policy and the Localism Act.
Transfer the tenancy to John McDougall and allow him to remain in his home in Coates Road, Elstree.
