Petition to Ban Loud DJs and Sound Systems on Roads and in Open Public Spaces in India

Respected Sir,

We, the undersigned, write this to bring to your urgent attention the growing issue of excessive noise pollution caused by the widespread use of loud DJs and high-volume electronic sound systems in public spaces, including roads and open areas, for events such as weddings, political gatherings, religious celebrations, and parties. This practice is not only a major source of disturbance but also severely affects the well-being of humans, animals, birds, plants, and the overall biodiversity of the environment.

The uncontrolled use of high-decibel sound systems disrupts the serenity of nature, causes immense stress to all living beings, and leads to serious health issues such as hearing impairments, cardiovascular problems, mental distress, and sleep disorders among the general population. Furthermore, it disturbs the natural behavior of birds and animals, leading to ecological imbalances that threaten biodiversity.

Additionally, many individuals and groups are misusing loud sound systems as a means of unnecessary public show-off, causing severe distress to society and the environment. These individuals often obtain licenses or permissions from local authorities to conduct such excessive and disruptive noise pollution under the guise of social or personal events. It must be ensured that any local authority, officer, or office that authorizes sound levels beyond permissible limits—especially sounds that thump, shake buildings, and rattle eardrums—should be held accountable and face appropriate proceedings for neglecting public health and environmental well-being.

If this issue remains unaddressed, the continued exposure to excessive noise pollution will lead to irreversible damage to public health, mental well-being, and ecological stability. More individuals will suffer from chronic health issues, students will face disruptions in their education, and the overall quality of life in urban and rural areas will decline. On the other hand, implementing strict noise regulations will restore peace in communities, safeguard biodiversity, and ensure a healthier environment for future generations.

We urge the Government of India to take immediate and strict action to regulate the use of sound systems by implementing the following measures:

  1. Ban Loud DJs and Loud Electronic Sound Systems in Public Spaces: Prohibit the use of loud music systems, including DJs, and loudspeakers, in open public areas, including roads and residential neighborhoods, both in Urban and Rural zones.
  2. Promote Traditional Acoustic Instruments: Encourage the use of traditional instruments such as Dholak, Shehnai, Tabla, and other non-electronic musical devices in events to preserve cultural heritage while reducing noise pollution.
  3. Restrict Use of Sound Systems to Designated Venues: Allow electronic sound systems and DJs only in enclosed venues such as concert halls and auditoriums with proper soundproofing and strict volume limitations to prevent unnecessary disturbance beyond the premises.
  4. Enforce Strict Volume Limits: Mandate permissible decibel levels for all permitted sound systems, ensuring that the sound is confined to the intended audience and does not become a public nuisance.
  5. Ensure Mandatory Permissions and Monitoring: Require event organizers to obtain prior approval from local authorities for using sound systems at specific venues, with penalties for violations. Regular monitoring should be conducted to ensure compliance with noise regulations.
  6. Hold Authorities Accountable for Heavily-Loud Sound Permissions: Implement strict accountability measures against any local authority, officer, or office that grants permission for sound levels exceeding permissible limits, causing public disturbance. Such instances should be subject to legal proceedings to prevent further negligence in regulating noise pollution.
  7. Regulate Loudspeaker Use in Religious Buildings: Many mosques and temples, and other religious buildings use very high-volume loudspeakers for namaz, prayers, aarti, and other ceremonies, which contribute significantly to noise pollution. To maintain public peace and environmental balance, the use of loudspeakers should be strictly regulated. Sound should be balanced and low such that it is sufficient for the premises of religious building, and the volume should not disturb the surrounding community. Public spectacle through excessive sound should be prohibited and proceeded against if done.
  8. Launch Public Awareness Campaigns: Conduct awareness programs to educate citizens about the harmful effects of excessive noise pollution and promote responsible sound usage in public and private events.

This issue requires immediate intervention to protect the environmental harmony, public health, and overall quality of life for all living beings. We sincerely request the government to take decisive steps and enforce regulations to bring this much-needed change at the earliest.
