The island area at Bend Whitewater Park has become a natural gathering spot for dogs and their owners. It’s a unique space where dogs can run, play, and enjoy the water. However, current rules prohibit dogs from being off-leash in this area, despite the fact that it’s well-suited for responsible off-leash recreation.

We believe this rule should be reconsidered to allow off-leash access on the island, giving dogs and their owners a safe, designated space to enjoy the park while maintaining harmony with other users.

Our Proposal

We are asking the Bend Park & Recreation District (BPRD) to designate the island area as an official off-leash zone. This would provide a much-needed space for dogs to exercise freely, while ensuring that the park remains safe and enjoyable for everyone.

To address potential concerns, we propose:

✔ Clear signage to inform visitors about off-leash rules.

✔ Responsible ownership expectations, including waste pickup stations and control over dogs.

✔ Potential time restrictions, such as off-leash access during non-peak hours.

• Supports Dog Owners: Bend is a dog-friendly city, yet off-leash areas near water are limited.
