Petition to Adopt a Humane Anti-Chaining Ordinance in Camden County, Georgia
The Issue
Petition to the Camden County Board of Commissioners
We, the undersigned residents and advocates for humane animal welfare, respectfully petition the Camden County Board of Commissioners to adopt an ordinance prohibiting the long-term chaining or tethering of dogs.
Dogs are social and sentient animals that require consistent access to shelter, clean water, appropriate veterinary care, exercise, and human interaction. Prolonged or continuous tethering can expose dogs to extreme weather conditions, dehydration, injury, entanglement, increased aggression, psychological distress, and unnecessary suffering.
We respectfully request that Camden County enact an ordinance that:
Prohibits the continuous or prolonged tethering of dogs as a primary method of confinement. Keeping a dog continuously chained outside should be illegal with immediate removal of the dog.
Requires that dogs kept outdoors have uninterrupted access to potable water and adequate shelter that protects them from sun, rain, wind, and extreme temperatures.
Defines "adequate shelter" as a structurally sound enclosure that provides effective protection from environmental elements, including sufficient shade and ventilation. A small plastic igloo-style doghouse alone should not be considered adequate if it fails to provide protection from heat, direct sunlight, severe weather, or other hazards.
Ensures that dogs have sufficient space to move freely without risk of entanglement.
Permits temporary tethering only when it is safe, supervised, and for a limited purpose, such as monitored outdoor activity or brief restraint.
24-7 outdoor chaining and unsupervised outdoor chaining illegal in Camden County, Georgia.
Authorizes Animal Control to take prompt action when a dog's health or safety is compromised due to unlawful tethering or inadequate care.
In cases of 24-7 outdoor chaining violations, the 10 day window afforded to the owner to rectify the situation should be abolished. There should be no window of leniency to the owner while the animal suffers. Once the owner has improved the animals living conditions, the animal may be returned only under supervision.
Establishes appropriate civil penalties for violations, while allowing for education and opportunities for compliance when appropriate.
The adoption of a humane anti-chaining ordinance will promote animal welfare, enhance public safety, and demonstrate Camden County’s commitment to responsible pet ownership.
We respectfully urge the Camden County Board of Commissioners to place this matter on its agenda, solicit public input, and adopt a countywide anti-chaining ordinance
