We, the undersigned, are concerned residents of Colville, Washington, urging immediate action to address the ongoing safety and public health issues at the property located at 230 N Elm St, Colville, WA 99114. This property, owned by Mariah Chavez, was damaged by fire on March 17th and remains an open hazard to the community.

Key Issues:

Open Basement and Structural Hazards

The property has an open basement that poses a serious risk to public safety.
Children regularly gather at this location as it is a current bus stop, increasing the likelihood of accidents or injuries.
Despite a $7,312.00 fence being installed, it is not secure, allowing access to the site.
Homeless Encampments

Homeless individuals have set up tents inside the unsafe, condemned structure.
These individuals enter and exit the property at all hours, disturbing nearby residents and damaging private property.
Aggressive Dog

Mariah Chavez owns an aggressive dog that is frequently uncontained.
This dog has attacked neighborhood pets and terrorized pedestrians.
Despite multiple reports and interventions by animal control, the dog continues to pose a threat to the community.
Health Hazards

The property is littered with garbage and debris, attracting raccoons, mice, and pack rats.
These pests have caused damage to neighboring properties and resulted in the death of at least one pet cat.

We demand that the City of Colville and all relevant authorities take immediate action to resolve the ongoing issues at this property, including but not limited to:

 

Securing the site to prevent public access and protect residents, particularly children.

Requiring the property owner, Mariah Chavez, to properly clean, secure, or demolish the unsafe structure.

Enforcing containment of the aggressive dog and holding the owner accountable for its behavior.

Ensuring proper enforcement of laws regarding trespassing, safety violations, and health hazards.

Accountability: The city will be held responsible for any injuries or damages resulting from continued neglect of this dangerous property. The safety, well-being, and quality of life of the residents of Colville must be prioritized
