Petition to Address the Release of Harley Breer into Our Community

The Issue

We, the undersigned residents of Canaan and Beecher Falls, express our deep concern regarding the imminent release of Harley Breer, a career criminal with a history of violent offenses, including sexual assault, kidnapping, aggravated domestic assault, and numerous violations of probation and parole. As reported by Vermont News First, the Vermont Department of Corrections has approved Breer's furlough to our community despite his extensive criminal record and the limited law enforcement resources available in Essex County.

 

This decision represents a significant safety risk to the residents of our area. Our community is served by a limited law enforcement presence, with no full-time police department and patrol hours contracted through the Essex County Sheriff's Department. The Vermont State Police are stationed miles away in Derby, leaving our community vulnerable should Breer reoffend. Additionally, the absence of a local probation office requires Breer to travel to Newport for monitoring, raising concerns about the effectiveness of his supervision.

 

We urge the Vermont Department of Corrections, Essex County officials, and all relevant state authorities to reconsider this decision. We request that the following actions be taken to ensure the safety and security of our community:

 

1. Reevaluate the decision to release Breer into Canaan: Given his history and the minimal resources for monitoring and law enforcement in our area, we ask that an alternative location with greater oversight capabilities be considered.

2. Increase local law enforcement resources: If the release proceeds, we demand additional resources for our community, including increased patrol hours by the Essex County Sheriff's Department and a stronger presence from Vermont State Police.

3. Provide a transparent and detailed safety plan: The Department of Corrections must outline a clear plan for monitoring Breer’s behavior and addressing potential risks to our community.

4. Engage the community in decision-making: Residents must be included in discussions about significant decisions that impact our safety, including the placement of individuals with dangerous criminal histories in our area.

 

We, the residents of Canaan and Beecher Falls, demand immediate action to prioritize the safety of our community.
