Petition to Add Sunflower to Indiana State ID Cards to Represent Non-Visible Disabilities
The Issue
Subject: Recognizing the Sunflower Symbol as an Optional Identifier for Individuals with Autism and Non-Visible Disabilities on State Identification
I am a mother to a teen who is on the autism spectrum. We have been working toward his future every day. In 10 months, he will be 18 and while he will still have our guidance we are concerned about how he may be received within the community when he is alone. He struggles with comprehension and communication and often can be misunderstood, misinterpreted and could be viewed as being disrespectful due to his ability to comprehend a stressful situation. This concerns us as he is about to launch into the world as an adult. Currently there is no identifier on an Indiana ID card or driver's license to identify a person such as him. We would like to change this.
We, the undersigned, respectfully petition the Indiana Bureau of Motor Vehicles (BMV) and relevant state authorities to adopt the use of the sunflower symbol on Indiana driver’s licenses and state-issued identification cards.
The sunflower symbol is widely recognized internationally as a discreet sign that a person has a non-visible disability, such as autism. This symbol can provide critical support and understanding during interactions with law enforcement, medical personnel, transportation staff, or others in public service roles.
We propose that:
- The sunflower symbol be offered as an OPTIONAL addition on state ID cards and driver's licenses for individuals with autism and other non-visible disabilities.
- Applicants should be allowed to voluntarily request the symbol during the license/ID application or renewal process, with documentation if necessary.
- The BMV and other relevant departments provide training and guidance to staff and the public on the meaning of the symbol.
Why it matters:
- It promotes dignity, safety, and autonomy for individuals who may struggle to communicate or respond appropriately in high-stress or unfamiliar situations.
- It enhances awareness and understanding of hidden disabilities within our state agencies and communities.
- It aligns Indiana with best practices already adopted in other states and countries using the sunflower symbols.
By implementing this change, Indiana can become a more inclusive and supportive state for neurodivergent individuals and others with hidden disabilities.
We urge the state to act promptly and compassionately in making this symbol available.
